Solicitation NND16592767R Questions and Answers

1. Question: Final Review is 6 months out is that all the time no longer, meaning is there a completion date and a final delivery date?

Answer: The Statement of Objects, Section IV.1.c. states “The final system requirements review will occur at the contractor’s facility within 6 months after contract award.

Paragraph C.4 of the SF1449 “Solicitation NND16592767R” states that deliverables are due on the “Date of contract completions” which is six (6) months from contract award.

2. Question: Could you tell us more about what you are looking for in the X-plane system?

Answer: The X-Plane will be an experimental system that addresses key questions about the vision system. During the period of performance the contractor shall describe requirements specific to the X-Plane - outer mold-line, structure, propulsion system, avionics, instrumentation, electrical, etc.

3. The intent of the RFP is everything is unlimited data rights?

Answer: The Government requires unlimited data rights to the system requirements definition deliverable. The Government’s right to other data under this requirement shall be proposed by Offeror. Reference paragraph E.5 page 13 of the solicitation.

4. Question: Is there a question period and who do we send those questions to?

Answer: Additional question were allowed to be submitted up to 2:00 pm Pacific Time, 22 Jul 2016.

5. Question: Can you say how much money you have to award or how many awards you are going to make?

Answer: No, NASA cannot release that information.

6. Question: Are we supposed to be proposing all the way through Flight?

Answer: No, the Offeror is not proposing all the way through flight for this requirement.

The Statement of Objects (SOO) requires the awarded contractor(s) to prepare the information required in the SOO. NASA is looking for the entire activity cost and schedule from Phase A through Flight to be prepared in accordance with SOO. Risk infused cost and schedule through a successful flight test.

7. Question: Will this solicitation also include Hybrid Electric proposals?

Answer: Yes, NASA is interested in Hybrid Electric sub-sonic large scale demonstrators.

8. Question: Could you define integrated versus purpose build?

Answer: For the purposes of this contract, the potential X-planes can be described as either Integrated or Purpose Built. Integrated X-planes will be designed and flown to demonstrate the impact of a suite of integrated technologies at the aircraft system level.

Purpose-built X-planes will be designed and flown to demonstrate the isolated impact of a specific multi-disciplinary technology.

9. Question: Is the G-III Compliant Trailing Edge Flap experiment that NASA funded considered a purpose built?

Answer: Short answer is no. The G-III Adaptive Compliant Trailing Edge (ACTE) Flap Flight Experiment was considered to be a flight-based technology demonstrator, but not an X-Plane. ACTE-like flight experiments will continue to be sought, and executed from the FDC project within IASP. The envisioned X-Planes to be considered in this solicitation will likely be larger scale and/or more complex in nature heavily focused on integration and maturation of one or more technologies.

10. Question: For university partnerships are there specific ITAR requirements?

Answer: The same ITAR requirements apply to all participants.

11. Question: For the technical and past performance volumes, does the page count requirement include a title page?

Answer: No

12. Question: The Program Management Objectives, Section IV, Item 2 of the Statement of Objectives, indicate that the Contractor shall provide a detailed plan as to how it plans to manage the program schedule, quality control, performance and risk. This plan is to include, among other things, a description of a "Partnership and Intellectual Property strategy for the entire X-Plane program.” In view of the fact that this solicitation is for a commercial acquisition in which the deliverable will be a report, how should a proposer approach this IP strategy?

Answer: Once NASA receives the report(s) from contracts under this solicitation, it will use that information (in which it has obtained unlimited rights in data pursuant to FAR 52.227-14), as the basis for describing its requirements for the next phases of the program. The next phases of this program will be research and development contracts, containing FAR patent rights and data rights contract clauses. Proposers should develop and describe their strategy in view of the disposition of patent rights and data rights provided by these FAR clauses.
