E.1. Addendum to 52.212-1-- Instructions to Offerors – Commercial NASA seeks contractor assistance in the concept design for the development of the potential X-plane requirement. The goal of the study is to assist NASA in defining the cost, schedule, and technical approach for proceeding with the potential subsonic X-plane procurement. NASA requires a detailed Integrated or Purpose Built X-plane concept designed that provides data that supports a vision system capable of meeting all three NASA N+2 goals simultaneously. The Government requires unlimited data rights to the system requirements definition deliverable. The Government’s right to other data under this requirement shall be proposed by Offeror. NASA will use the data gathered from the contract(s) awarded under this solicitation to assist in the development of its X-plane requirements. This requirement is limited to Domestic sources.
Proposals from foreign sources will not be accepted.
NASA will be conducting a Pre-proposal Conference (Industry Day) via webinar 15 July 2016.
