AMENDMENT 02:
A new Statement of Work has been attached, replacing the previous. The delivery location and set-up/training locations have been clarified to avoid ambiguity. The product requirements remain unchanged.
A new combined solicitation/synopsitation has been attached to update response deadlines.
Due to this amendment the submittal deadline date has been moved to Friday 7 June at 10 AM Eastern Time.
AMENDMENT 01:
The statement work has been updated. Para. 15 and Para. 18 both had additional details added to help more accurately describe the requirements.
Due to this amendment the submittal deadline date has been moved to 21 May 2019 at 10 AM Eastern Time.
COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial product, i.e., Wavelength Dispersive X-Ray Fluorescence spectrometer (WDXRF) as described under the attachment titled "Statement of Work". The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.
