Wavelength Dispersive X-Ray Fluorescence Spectrometer (WDXRF) Requirement

30 May 2019

The procurement is for one benchtop Wavelength Dispersive X-Ray Fluorescence Spectrometer (WDXRF) instrument that will be used at AFPET laboratories. Aerospace Fuels Laboratories perform quality control testing for Aviation Gasoline 100LL grade aviation fuel.

WDXRF instrument shall at a minimum:

1. Be a benchtop instrument with approximate size of 24” Width x 28” Depth x 28” Height and an input voltage requirement of 220 VAC.

2. Be a fully automated sequential WDXRF.

3. Does not require Helium or P-10 gas for the operation of the instrument.

4. Provide a stable and rapid vacuum system capable of maintaining optics in vacuum while the sample chamber remains in air.

5. Meets all the requirements in ASTM D5059-14, Standard Test Methods for Lead in Gasoline by

X-Ray Spectroscopy, Test Method A and/or B.

i. In accordance with T.O. 42B-1-1, “Quality Control Of Fuels and Lubricants”, page 1.1, paragraph 1.1; MIL-STD-3004D, “Quality Assurance/Surveillance For Fuels, Lubricants and Related Products” and ASTM D910-17 “Standard Specification for Leaded Aviation Gasolines”, 100LL grade.

6. Meets all the requirements in ASTM D2622-16, Standard Test Methods for Sulfur in Petroleum Products by Wavelength Dispersive X-Ray Fluorescence Spectrometry.

i. In accordance with T.O. 42B-1-1, “Quality Control Of Fuels and Lubricants”, page 1.1, paragraph 1.1; MIL-STD-3004D, “Quality Assurance/Surveillance For Fuels, Lubricants and Related Products” and the following fuel specifications:

1. ASTM D910-17 “Standard Specification for Leaded Aviation Gasolines”, 100LL grade.

2. ASTM D1655-18, “Standard Specification for Aviation Fuels.”

3. MIL-DTL-83133K, “Turbine Fuel, Aviation, Kerosene Type, JP-8 (NATO F-34), NATO F-35, and JP-8+100 (NATO F-37).”

4. MIL-DTL-25524F, “Turbine Fuel, Aviation, Thermally Stable.” 5. ASTM D975-

19,”Standard Specification for Diesel Fuel Oils”, Paragraph 5.1.8. 7. Include measurement, quantification, statistical analysis and reporting software with simplified user interfaces that maximize instrument performance and quality of data output.

i. Shall have a dedicated quantification method for the analysis of Tetraethyl Lead (TEL) in Aviation Gasoline that meets the requirements in ASTM D5059-14 and ASTM D910-17.

ii. Shall have a dedicated quantification method for the analysis of Sulfur in Aviation Gasoline that meets the requirements in ASTM D2622-16 and ASTM D910-17, ASTM D975-19, ASTM D1655-18, MIL-DTL-83133K and MIL-DTL-25524F.

8. Utilize a scintillation counter detector for heavy elements and a sealed proportional counter detector for light element analysis.

9. Have the ability to utilize two or more crystals and provide the equivalent of a LiF200 crystal for Ti-U and a PET crystal for Al-Sc.

10. Utilizes an air-cooled 200 watt x-ray tube with Pd target.

i. Does not require water or liquid nitrogen for cooling.

ii. Includes automatic bean filter to remove Pd-K spectral interference lines.

11. Provide an automatic sample changer with multiple sample positions.

12. Includes sample spinning functionality for optimized sampling statistics.

13. Provide a multipurpose sample cell designed to hold liquids, powders and beads.

14. Provide all required x-ray safety and warning signs, stickers and handbooks.

15. Include a minimum of two days on-site for:

i. Instrument set-up and calibration by technician.

ii. Training for both instrument operation and method development.

On-site set up and training will be within 60 days of delivery at the following address:

16. Include vendor-supplied classroom training for x-ray theory as well as specific training consistent with aviation and ground fuel applications.

17. Include the option for a post-warranty annual service contract that includes:

i. All parts, labor, shipping, travel and travel expenses for one preventative maintenance service per year and emergency repair service as required (consumable items includ ing xray tubes, o-rings, seals and roughing pump oil are not included).

ii. Technical telephone support 24 hours a day, 365 days/year

iii. Emergency on-site service within 72 hours.

1. Inspection and acceptance:

Aerospace fuels laboratory is designated as the office responsible for inspection and final acceptance of the supplies or services provided in this order. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies. Acceptance of services will take place at the time of invoice certification.

2. Invoice and payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to:

The contractor shall submit invoice in wide area work flow (WAWF) as shown in this order schedule.

3. Delivery Procedures Commercial Vehicles (FEB 2016)

All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson AirForce Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker This inspection will be conducted at Gate 16A located off State Route 444.

The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installat ion through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
