Sole Source Intent: The United States Army, Mission Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with INTERTEST Inc., located at 303 Route 94, Columbia, NJ. 07832. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This requirement is for a quantity of one (1) each Visual & Fluorescent Magnetic Particle Inspection High Definition Video Bore Inspection System (V&FMPIHDVBIS) for 105-120-155mm Cannon Gun Tubes. This system is a video based bore inspection system for gun tubes greater than 100 mm in diameter. The system employs one high resolution secure digital camera for wide angle down tube and one high resolution camera right angle details views of the bore interior surface under remote controlled white and UV lighting. Encoders provide on-screen down tube and circumferential position information. An on board recorder captures HD digital still or movies of the inspection. All components are designed for use with the target tube in place on the Magnaflux magnetic particle horizontal wet cannon tube inspection machine or in a shop floor inspection station. The new equipment must maintain the current baseline characteristics in order to maintain the integrity of the test data. This equipment will be used to expand the current system and must be compatible in cameras, cabling and interface connections, identical electronically in performance and standards, must have identical software and hardware and must have identical physical characteristics for interchangeability. This new requirement must be form, fit, function, and test conformance to V&FMPIHDVBIS hardware compatible and interact with existing equipment located at USAYPG. INTERTEST Inc. retains design proprietary of the hardware and software which makes it impossible for other than original equipment management (OEM) to provide the equipment needed. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Classification System (NAICS) code is 333314 - Optical Instrument and Lens Manufacturing with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements no later than 12:00 PM MST 8 September 2017 to facsimile (928) 328-6534.
