About this opportunity
The Special Notice from U.S. Immigration and Customs Enforcement announces the agency's intent to make a sole source award to JDL Digital, Inc. for continued Video Evidence Collection and Distribution System support services. ICE seeks to bridge the gap between the conclusion of the existing VECADS contract on April 30, 2021 and the anticipated competitive award of a new contract for next generation covert video network requirements by September 30, 2021.
The objective is to avoid any disruption to critical law enforcement video collection capabilities during the transition period. The Special Notice provides interim VECADS support from JDL Digital for four months at an estimated $643,453.55, with the option to extend monthly support at $155,863.39. As the sole proprietor of the proprietary VECADS software and with unique subject matter expertise, JDL Digital is considered the only responsible source able to provide the required licensing and support services. The U.S. Department of Homeland Security, U.S. Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Irving, TX 75063, intends to solicit from a single source under the authority of FAR 13.501(a) to JDL Digital, Inc. (dba Airship) in Redmond, WA for the service continuity of the existing Video Evidence Collection and Distribution System (VECADS) support and equipment. This procurement is being conducted under FAR Part 13, Simplified Acquisition Procedures. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available based on the capabilities of the source.
This notice is for information purposes only and is not a request for quotation. A determination not to compete this proposed contract based on this notice is within the discretion of the Government Contracting Officer.
