About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 27 units of safety relief valves under NSN 3H-4820-010561592-L1 with TDP version 012. This procurement represents a sole-source acquisition under FAR 6.302-1 authority, as the Government does not own the data rights necessary to purchase or contract repairs from additional sources and has determined it would be uneconomical to acquire these rights or reverse engineer the parts. The delivery terms specify FOB origin, and while the Government intends to negotiate with only one source, all responsible sources may express interest and capability to respond to the requirement. Although this notice is not a request for competitive proposals, all proposals received within 45 days of publication will be considered by the Government. The final determination of whether to conduct a competitive procurement remains at the Government's discretion, with information received primarily used to assess the potential for competitive sourcing.

This procurement does not utilize any set-aside designations, operating under standard full and open competition principles despite the intended sole-source approach. The notice does not identify any incumbent contractors or current service providers for these valve components. No contract award values, budget ranges, or cost estimates are disclosed in the pre-solicitation documentation. The quantity requirement is specifically set at 27 individual valve units, though no delivery timeline or performance period is specified beyond the FOB origin shipping terms. Interested parties have until July 31, 2025, to submit capability statements or expressions of interest, providing a 16-day response window from the July 15, 2025 posting date.
