This pre-solicitation notice indicates the Government intends to negotiate with only one source under FAR 6.302-1 authority, as they do not own the data or rights to the data needed for competitive procurement, and it has been determined uneconomical to purchase the data rights or reverse engineer the part. While this is not a request for competitive quotes, interested parties may identify their interest and capability to respond to the requirement or submit quotes prior to the award date. The Government will consider all proposals received within 45 days of the July 17, 2025 publication date, with the due date for responses set at September 2, 2025. All firms must include their CAGE code on solicitation requests, and award will only be made if the offeror meets qualification requirements in accordance with FAR clause 52.209-1.
This procurement does not utilize any set-aside designations and no specific incumbent contractors are identified in the notice. The exact contract value is not specified in the pre-solicitation notice, though the requirement is for a quantity of two units delivered FOB origin. The procurement falls under PSC category 4820 for nonpowered valves and is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if the applicable DFARS clauses are included in the final solicitation. Based on market research, the Government has determined not to use FAR Part 12 commercial item acquisition policies for this procurement, though interested parties may identify their capability to satisfy the requirement with commercial items within 15 days of the notice publication. The timeline allows for a 45-day response period from the July 17, 2025 posting date, with interested parties having until September 2, 2025 to submit their responses.
