The NAICS Code is 541620, Environmental Consulting Services, with a size standard of $14 million (as updated in SBA, Table of Small Business Size Standards, dated March 26, 2012). This $14 million takes precedence over the $7 million referenced in the SF 1449, Block 10.

The U.S. Department of Energy (DOE), Golden Field Office (GFO) has a requirement for energy related regulatory, technical and analytical support services for the Federal Energy Management Program (FEMP) and Office of General Counsel located in Washington DC. It?s anticipated that one Requirements contract will be awarded. The period of performance will include a twelve (12) month Base Year and four (4) one-year option periods. The total estimated magnitude value of this award, including options, is $1,000,000 to $5,000,000. Task Orders will be firm fixed price to the maximum extent practicable. The contractor will be required to assist with DOE?s participation in nationwide utility regulatory proceedings through on-going regulatory monitoring, preliminary review and analysis of regulatory filings, and detailed review and analysis to include accounting, economic, financial, engineering, regulatory and expert testimony. The contractor will also be required to provide ut ility studies and reports that involve planning, engineering and economic analysis that cover all facets of utility services and physical utility plants. Offerors must be registered in the Central Contractors Registration (CCR) (http://www.bpn.gov/ccr); in FedConnect at https//www.fedconnect.net/; and in the Online representations and Certifications Application (ORCA) at https://orca.bpn.gov.

It?s anticipated that one Indefinite Delivery Indefinite Quantity (IDIQ) Requirements type contract will be awarded. The period of performance will include a twelve (12) month Base Year and four (4) one-year option periods. The estimated value of this award, assuming all option periods are exercised, is approximately $4 million. Task Orders will be firm fixed price to the maximum extent practicable. The procurement will be 100% small business set-aside. The contractor will be required to assist with DOE?s participation in nationwide utility regulatory proceedings through on-going regulatory monitoring, preliminary review and analysis of regulatory filings, and detailed review and ana lysis to include accounting, economic, financial, engineering, regulatory and expert testimony. The contractor will also be required to provide utility studies and reports that involve planning, engineering and economic analysis that cover all facets of utility services and physical utility plants.
