About this opportunity

The US Department of Agriculture's Foreign Agricultural Service (FAS) is seeking information from industry sources to develop an acquisition strategy for a comprehensive Global Maximum Residue Levels (MRL) Database. This pre-solicitation notice requests responses to inform the procurement of services to develop and maintain a web-based database containing MRL information for at least 1,000 chemical products, 900 agricultural commodities, and 150 destination markets. The database must provide continuous access with 98% uptime, real-time tracking of regulatory changes, and compliance with Section 508 of the Rehabilitation Act. The contractor will be required to update the database within 14 days of any changes and conduct semi-annual verification of all data. Interested parties must submit their responses to William Walton at william.walton@usda.gov by Thursday, July 17, 2025, at 10:00 AM Eastern Time. The RFI seeks detailed information on capabilities in database development, MRL interpretation, monitoring capacities, and service delivery timelines.

This opportunity does not utilize any set-aside designations, making it open to all business sizes and classifications, though the government has expressed interest in responses from small businesses, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) programs. No current contractors or incumbents are mentioned in the documentation. The anticipated contract structure is expected to be a firm-fixed price, performance-based service contract with database management being a minor component compared to maintaining the database's content. The base contract period runs from August 13, 2025, to August 12, 2026, with four potential one-year option periods that could extend the contract through August 12, 2030. Key deliverables include continuous database access, quarterly usage reports submitted within 30 days of each quarter's end, and participation in up to four meetings per year with USDA. The contractor must also provide technical support within 3 business days and maintain industry-standard security protocols.
