About this opportunity
The USDA Agricultural Research Service (ARS) is conducting a market survey to assess the availability of qualified contractors for a one-year Global Trade Analysis Project (GTAP) Membership renewal. The membership, which will run from February 20, 2026, through February 19, 2027, provides comprehensive access to the GTAP Database, aggregation software, technical papers, advisory board meetings, courses, and research facility visits. Interested contractors should submit a Capabilities Statement demonstrating their expertise and experience relevant to this procurement, and must indicate whether they qualify as a Small Business, SBA-certified HUBZone, SBA-certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business entity. This is a Sources Sought Notice and market research tool; no contract award will result from this notice, and the government will not compensate respondents for preparation of submitted materials. Responses are due by January 20, 2026, and will be used to determine whether the government will limit competition to designated small business categories or proceed with an unrestricted, full and open competition solicitation.
No set-aside designation has been applied to this procurement at this time. The NAICS code assigned is 611310 (Colleges, Universities, and Professional Schools) with a size standard of $34.5 million, and the PSC category is U005 (Education/Training—Tuition/Registration/Membership Fees). No specific award value or budget range has been disclosed in this pre-solicitation notice. The requirement represents a single-year membership with no option years available, meaning the contract will consist solely of the one-year membership benefit package and associated access to GTAP resources and activities during the specified performance period. After analyzing submitted responses, the government will make a final acquisition strategy determination regarding the scope of competition for the formal solicitation.
