About this opportunity
This solicitation requests quotations for a learning management system to be utilized by the United States Army War College from 2023 to 2028. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis seeks a SaaS LMS solution that meets FedRAMP Moderate authorization and NIST SP 800-53 security controls at the IL-2 level. Quotes will be evaluated based on technical merit, past performance references for similar efforts in the last three years, and price using Low Price Technically Acceptable procedures. Quotes are due by May 22, 2023.
There is no set-aside designation. The NAICS code is 541511 and PSC code is D302. Registration in the System for Award Management is required to receive the contract. The LMS must provide capabilities for five years to resident and non-resident students located in the United States. AMENDMENT 2: This amendment is to clarify two items.
- DFARS Clause 252.239-7010 applies; software must be FedRAMP Moderate (IL2)-approved
- Creation of training content should be possible both within the software AND uploadable (if done by another orginization. Storage of such material can be internal or external (e.g., another SaaS), so long as the external componant is quoted for as a part of the offer.

We apologize for the delay, there have been a lot of questions that have required coordination with several different units. Please see the attached document for the answers questions and answers.
Due to the delay in answers, this solicitation is hereby EXTENDED to June 12, 2023 at 0700 EDT.
