The United States Agency for International Development (USAID) for the West Bank and Gaza intends to issue a Request for Proposals (RFP) on or about April 8, 2013. It is anticipated to be a multi-year Cost Plus Fixed-Fee Contract to implement the Enhanced Palestinian Justice Program.
The overall goal of the program is to build a more effective and competent Palestinian justice sector that is accountable to the public and responds to citizens' needs. The objectives of this program are to enhance efficiency of targeted justice sector institutions; improve service delivery provided by justice sector institutions; enhance education and management system of legal education; support the development of family courts; promote the concept of Alternative Dispute Resolution (ADR) services; develop inter-institutional coordination among justice institutions; and increase citizens' engagement in rule of law issues. This program will focus on core public functions within justice sector institutions and require a flexible mix of technical assistance, training, equipment, and other assistance. Ethics and anti-corruption will be cross-cutting themes of the program. The program will support the Palestinian Authority's commitment to strengthen and reform government institutions, and will focus on supporting visible improvements in the delivery of services that contribute towards increased public confidence.
Activities will be closely coordinated with the High Judicial Council (HJC), Ministry of Justice (MOJ), Palestinian Judicial Institute (PJI), Family Courts, partnering law schools, and other targeted ministries and institutions, and relevant USAID-funded projects as well as with other donor organizations.
