Notice text
NASA/GRC has a requirement to upgrade an existing Particle Image Velocimetry (PIV) system model in order to add new capabilities and enable the ability to make time-resolved measurements.
NASA/GRC intends to award a contract to LaVision, Inc., 211 W Michigan Ave Ste. 100, Ypsilanti, MI, 48197-5450.
NASA is continuing work on the Particle Image Velocimetry (PIV) system. LaVision, Inc. is the original supplier of our system, procured originally using competitive procedures. LaVision can properly service, align, and calibrate the PIV System. Any improper maintenance, repair, and upgrades could cause extended down-time with a negative and costly impact to NASA Programs. They alone have the exclusive knowledge of how all components tie together and can most efficiently meet our needs.
The Government intends to acquire a commercial service using FAR Part 12 and the Simplified Acquisition Procedures in Far Part 13.
The Sole Source is under the authority of FAR 13.106-1(b)1.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. EST on 4/7/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are acceptable in response to this notice.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
