About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two turbochargers with National Stock Number 7H-2950-016975191, with delivery specified as FOB Origin. The agency intends to solicit and negotiate with only one source under Federal Acquisition Regulation (FAR) 6.302-1, indicating a potential sole-source procurement. The government does not currently own the technical data rights for the part and has determined it would be uneconomical to purchase those rights or reverse engineer the component. Interested parties are invited to submit proposals, quotations, or capability statements within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate submissions to determine whether to conduct a competitive procurement, with the ultimate determination of competition remaining solely at their discretion.

This pre-solicitation notice does not include any specific set-aside designations for small businesses or other designated groups. The procurement is not being conducted under FAR Part 12 policies for commercial items, though vendors may still identify their capability to satisfy the requirement with a commercial item within 15 days of the notice. Potential vendors can obtain relevant military specifications, standards, and related documents through the DoD Single Stock Point at the Document Automation and Production Service in Philadelphia, with most materials available in Adobe PDF format through the ASSIST-Online platform. Interested parties without internet access can contact the DODSSP ASSIST Help Desk at 215-697-2667 for additional information. The contract appears focused on a highly specific technical component, suggesting a specialized procurement with limited competitive landscape.
