About this opportunity

The Defense Health Agency, Healthcare Contracting Division – Northeast, announced on behalf of the Traumatic Brain Injury Center of Excellence its intent to award a cost-plus-fixed-fee contract on a sole-source basis to General Dynamics Information Technology, Inc., with responses due by September 24, 2026. The contract will not be competed; the Government asserts that only one responsible source can satisfy its requirements under FAR 6.103-1. The work supports the Military Health System, Defense Health Agency, and Department of War in delivering education, training, clinical support tools, clinical recommendations, and research on traumatic brain injury and warfighter brain health. The Government states that without this contract in place by September 25, 2026, a work stoppage will prevent delivery of pre-deployment brain injury and brain health training and education to providers, line leaders, service members, and family. Performance runs from September 25, 2026, through December 24, 2026, with an additional three-month option and FAR Clause 52.217-8 for service extension. This notice is not a request for competitive proposals or quotations; the Government will not honor requests for solicitation copies, accept phone calls, or acknowledge responses. Any decision to proceed without competition rests solely within Government discretion.
