About this opportunity
The Department of Agriculture Forest Service R6-Pacific Northwest Region has issued a Special Notice for a Blanket Purchase Agreement (BPA) Call Request targeting fuel reduction and forest management in the Umatilla National Forest. The notice solicits proposals for a specific call order under a previously established BPA focused on mechanical and hand thinning activities. This opportunity is specifically designed for current BPA holders who were previously awarded contracts for hand thinning and piling services. The contract opportunity is classified under NAICS Code 115310 for Fuel Management Services and is set aside for total small business participation. The Special Notice was posted on May 13, 2025, with a response deadline of June 3, 2025.
The primary objective of this project is to perform comprehensive forest management across approximately 1,264 acres of conifer forest, utilizing chainsaw-based techniques to reduce hazardous live fuels and improve overall forest health. Contractors will be expected to implement small diameter/non-commercial thinning, with methods including hand piling or lop & scatter slash removal techniques. Eligibility is strictly limited to existing BPA holders from the previous competitive request for quotes focused on hand thinning and piling. The project aims to strategically decrease tree density, enhance species composition, and increase the vitality of remaining trees through targeted intervention. Specific goals include altering fuel loadings, removing ladder fuels, and creating a more resilient forest ecosystem. The anticipated contract award date is June 10, 2025, with the work to be performed in the Umatilla National Forest region. Interested contractors should contact Andrea Pollock at andrea.pollock@usda.gov for additional details and submission requirements.
