Notice text

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies Corporation, 3175 Staley Rd., Grand Island NY 14072. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 500 employees.

The FBI Laboratory Division (LD), Scientific Response and Analysis Unit (SRAU) is tasked with ensuring that forensic examinations can be carried out on evidentiary items contaminated with chemical, biological, radiological and nuclear (CBRN) materials. In order to support investigation of crimes involving CBRN-contaminated materials, the SRAU created the Hazardous Evidence Analysis Team (HEAT), whose members perform examinations at one or more Partner Laboratories. The SRAU manages the HEAT program, and maintains a network of PLs with instruments that are the same as those validated and in use at the FBI Laboratory. Currently, the SRA has a need to procure the 7500HID Real-Time PCR System, the Proflex 96-well PCR System and the ABI 3500HX HID Genetic Analyzer. The procurement of this instrumentation will allow the HEAT members to conduct end-to-end forensic DNA examinations at the PLs using the same instruments and standard operating procedures that are in use at FBI Laboratory.

Market research has determined that the SRAU's requirements can only be met by the instruments manufactured by Life Technologies Corporation.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, Wednesday 15 March 2017, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.

A Justification and Approval (J&A) supporting this procurement is available upon request.
