The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking contractors to upgrade test cell systems at Tinker Air Force Base, Oklahoma, through a comprehensive modification project involving five test cells (Test Cells 3, 4, 5, 13, and 14). The procurement involves replacing and upgrading multiple system components including data acquisition systems, pneumatic test console systems, valves, expansion joints, pressure transmitters, temperature sensors, power supplies, LED touch screen displays, cooling fans, and associated software and programming. Contractors must be capable of performing detailed design reviews including Preliminary, Intermediate, and Critical Design Reviews, and must provide comprehensive documentation, training for various technical personnel, and a 365-calendar day warranty on all equipment and workmanship. The solicitation will be evaluated primarily on price using a lowest-cost, technically acceptable approach with total evaluated price calculations. The proposal submission deadline is August 15, 2025, with site visits scheduled for July 8, 2025 (RSVP required by June 27) and an additional site visit on August 7, 2025 (RSVP required by August 1).

This opportunity is set aside for Total Small Business concerns under NAICS code 334419 (Other Electronic Component Manufacturing) with a size standard of 750 employees, though the solicitation document also references it as a Women-Owned Small Business set-aside. The contract is structured as a Firm Fixed Price arrangement with an estimated delivery timeframe of 36 months after receipt of order, and includes a DO-C3 critical rating designation. The upgraded test cell systems must be capable of testing military aircraft components at 350 psig air pressures up to 1000 degrees Fahrenheit, supporting the Air Force's aircraft maintenance and overhaul operations. Photos for the test cells that were requested during the site visit are available on request from the Contracting
Officer upon receipt of the Contractor’s DD Form 2345 (Militarily Critical Technical Data Agreeement).  Requests can be submitted through SAM.gov and if approved, the photos will be available for download.

The Air Force intends to have a site visit and solicit for the following commodity:

The upgrade of the test cell system operated at Tinker Air Force Base (TAFB) OK.  The upgrade will consist of modification to individual test cells in accordance with the Statement of Work.

A Firm Fixed Price type contract is contemplated.  

Estimated Delivery should be 36 months ARO.

System for Award Management (SAM) is required to receive any award.  Contractors can register electronically at https://www.sam.gov/portal/public/SAM/.   The NAICS code for this requirement is 334419 with a size standard of 750 EMP. 

The site visit will take place on 8 July 2025 from 9:00 AM – 11:00 PM.  If you will be attending the site visit, you must notify Sheridan Robison at sheridan.robison@us.af.mil by 27 June 2025.  The email must contain who will be attending and phone numbers for each individual.  YOU MUST RSVP TO THE EMAIL BY THE STATED TIME AND DATE TO BE ALLOWED ON THE SITE VISIT.  You will need to bring a driver’s license to be allowed on the installation.  Instructions will follow at a later date.

Interested persons may identify their interest and capability to respond to the requirement by submitting a proposal.  Electronic procedures will be used for this solicitation through www.sam.gov.  No telephone requests. See Note 22.  Authority is 10 USC 2304 (c) (1).
