About this file
This is a Solicitation/Contract for a Test Cell Upgrade at Tinker Air Force Base, Oklahoma. The Department of the Air Force Materiel Command seeks a contractor to modify individual test cell systems through a firm-fixed-price contract with an estimated 36-month delivery timeframe. The solicitation is set aside for Women-Owned Small Business (WOSB) concerns, with a NAICS code of 334419 and a size standard of 750 employees. Key procurement details include a site visit on 8 July 2025, mandatory pre-visit registration by 27 June 2025, and electronic proposal submission through SAM.gov. The total contract will include multiple line items such as design reviews, test cell valves, pressure transmitters, power supplies, data acquisition hardware and programming, test cell upgrades for both dual and single source configurations, and required training. Proposals will be evaluated primarily on price, with a total evaluated price (TEP) calculation determining the lowest-cost, technically acceptable offer.
