Before and after of all modifications -All cabinets(Operator Console, Transmitter Enclosure, and Overhead Interface Bulkhead Enclosure), front, rear, inside.
Pipework layout inside test cell and above test cell , pipe/duct for new vent silencer for both single and duel test cells. sample photos of both label types. Vent stub modification to existing silencer. Locations of new valves and expansion joints.

Pictures are available for viewing. Contractors must submit a request for pictures to sheridan.robison@us.af.mil and provide a valid 2345 and be registered through the JCP Portal to receive the pictures. Per Operational Security rules, the pictures will only be provided to the email that is on the active profile within the JCP Portal. Picture files titled PN are of the new/upgraded configuration. Picture files titled PC are of the current configurations. Pictures files titled PG are general pictures.
Solicitation FA812525Q0069 Page 1 and 5 of 64 Statement "Contract is a rated order …." and statement "Funds are not currently available" What is the current understanding of when funding will be available and what pricing validity is required?
The rating of DO-C3 is the Government rating of the requirement. This essentially means that this requirement has a Critical rating (DO) for maintenance, repair, and operating supplies for DoD Facilities (C3). This rating is important for ordering supplies and items as OEMs will rank your orders higher than other supplies as it has a rating attached to the requirements. DCMA can shed more light on DPAS rated orders. The "Notice to Offerors" is writing we must put into contracts if we don't presently have the funding; however, we have documentation that states the funding is present and will be delegated after pricing validity and an offeror has been chosen.
Solicitation FA812525Q0069 Davis Bacon or Service Contract Rates apply? This is considered a supply contract; therefore, Davis Bacon and Service Contract Act doesn't apply.
SOW 2.1.9 Chemicals 3 Currently what chemicals are used in conjunction with the original configuration and the updated test cells?
No chemicals are currently used in the original configuration. The updated Test Cells will require a few chemicals for construction such as high temperature duct joint sealant, exterior weatherproof caulking, and high density foam for the Unistrut sound deadening. The updated Test Cells will not utilize any chemicals after the upgrade.
SOW 2.2 Design and Construction sub paragraphs 2.2.2 and 2.2.3 5 Will the government furnish "As-built" drawings/documents for the modified single channel test cells that form the configuration for the test cell under this contract?
These will be electronic versions?
The Government will provide the latest drawings/documents for the modified single channel Test Cell to the awardee and we aren't able to share beforehand per Operational Security. The drawings/documents may or may not be the final version as the project is in progress. The modification portion will be electronic. The Contractor is required to provide documents for changes and not for the entire test system. The original configuration documents/drawings will be in paper version only.
SOW 2.2.7.10.3 Insulation Blanket 14 Provide a photograph of the existing test cell insulation blanket Please see above statement to first question.
SOW 2.2.8 Test Cell Sound Insulation 14 Provide photographs of ceiling strut channel - each side of test cell ceiling? Please see above statement to the first question. There are seven ceiling struts per Test Cell.
SOW 2.2.15.13 Enclosure 24 To match the enclosure design please provide make, model and part number for enclosure.

This statement is assumed to apply to purchased components and equipment. Is it a correct assumption that wired and assembled panels will not have to be 3rd party tested or listed?
That is correct. The modifications will not be UL listed, only the purchased components.

Per 2.16, Government rights on technical data. All programming with editable source code developed under the existing up-grade Contract will be provided to the successful bidder for use and modification for the up-date of the test cells in this contract ?

The Contractor shall follow Appendix C for the fulfillment of a Mishap notification/reporting requirement.
Sales Tax, 8.625 Is this correct for this project?
The Government will be awarding to the Lowest Total Evaluated Price per Addendum 52.212-2 listed within the solicitation. The Government is expecting adequate price competition; therefore, we will not be evaluating individual cost elements, only total price. However, quotes should include all fees to include taxes and shipping. The Government doesn't dictate the tax rate a contractor chooses nor do we provide a tax exempt certificate.
Do the Dual Channel Test Cells require 2 separate stands for the electrical boxes (Controls)?
Yes. Each Dual Channel Test Cell will require two electrical enclosures and two stands on the mezzanine.
One for each for each Channel.
What is the roof structural load rating No data is available. No large equipment will be allowed on the roof. Current Contractor is meeting SOW requirements with personnel and hand tools on the roof. The roof can structurally hold several personnel at one time.
Is there any possible way to tour the site again before bid due date A site visit may be scheduled if needed; however, we will not provide an extension so that a site visit may be accomplished.
