About this opportunity
Norfolk Naval Shipyard, under Naval Sea Systems Command, is conducting market research to identify qualified sources for tactical training services, with responses due by August 16, 2026. This is a pre-solicitation notice without a set-aside; the Government seeks capability statements from both large and small businesses.
The training program covers scenario-based and live-fire instruction for military and civilian security personnel assigned to the Controlled Industrial Area at NNSY. The contractor must offer two course options: a four-day program combining two days of scenario training with two days of live-fire instruction, and a standalone live-fire option of one to two days. Both must accommodate a minimum of 150 students, with classes capped at 20 participants, and must provide certification and recertification during option years. Training focuses on tactics and procedures for confronting aggressors, protecting high-value assets, managing hostage situations, intruder containment, and bomb/IED recognition and search.
The contractor-provided training facility must be located within a one-hour drive and 50-mile radius of Portsmouth, Virginia. Training is anticipated to begin in July 2027. The contractor must furnish all personnel, equipment, weapons, and ammunition, including M-16 and M-18 modified marking weapons, live-fire weaponry, Simunition FX rounds or equivalent, and tactical gear. Required staffing includes fully qualified Subject Matter Experts, Range Safety Officers certified for M-240 operations, armorers, and dedicated Opposition Force personnel. The Government requests capabilities statements demonstrating ability to perform 100 percent of the effort, along with company information, CAGE code, DUNS number, and socioeconomic status if applicable.
