Notice text
The US Army Contracting Command-Redstone has a FY 2017 requirement for Engineering, Logistics, Support Services (ELSS) for the Chinook (H-47) Cargo Helicopter T55-GA-714A Engines, Engine Components, and Engine Related Systems.
The Government anticipates award of a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) Contract to be awarded in FY 18 on a sole source basis to Honeywell International Incorporated, 111 South 34th Street, Phoenix Arizona 85034-2802, Cage Code 99193. The contract type may include Firm Fixed Price (FFP), Fixed Price Incentive Fee (FPIF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), or Time and Material (T&M) which will be specified in the task order. The statutory authority permitting other than full and open competition is Title 10, United States Code, Section 2304©(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A), - Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements.
Honeywell is the sole Original Equipment Manufacturer (OEM) of the CH-47F T55-GA-714A aircraft engine. Honeywell is the only know source that has significant CH-47F engine experience, proprietary design rights/technical data packages (TDP), possession of the necessary and existing production tools, test equipment, and existing production facilities. Honeywell is also the only known source capable of providing support for the technical, engineering, logistics, data analysis, supportability and management requirements from pre-production through post production and fleet support for all CH-47-F aircraft engines. The US Army does not have the data available, or the resources and manpower required to furnish any other Contractor with all engineering/technical/test data and specifications required for this effort. Due to the proprietary nature of the source data for this requirement it is suggested that any subcontractor opportunities be addressed directly with the PRIME contractor, Honeywell International, Incorporated.
