About this opportunity
The Defense Logistics Agency Aviation (DLA Aviation) is seeking to procure 107 National Stock Numbers (NSNs) for the V-22 platform through a firm-fixed purchase solicitation. The original equipment manufacturer (OEM) is Bell (CAGE 97499), and the solicitation will primarily target this manufacturer, though surplus dealers and other sources are invited to respond. Potential vendors must be registered in the System for Award Management (SAM) and may need to submit a Source Approval Request (SAR) through DoDSafe. The final contract award will be based on a combination of factors including price, past performance, and product equivalence. Key dates include a solicitation issue date of 4 June 2025, a response deadline of 12 June 2025, and an anticipated award date of 1 September 2025.
The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are explicitly named. Vendors must provide detailed documentation about their ability to supply the items, including quantity availability and pricing. The procurement covers miscellaneous aircraft accessories and components within NAICS category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing). While specific award values are not disclosed, the solicitation encompasses 107 different part numbers across various Federal Supply Classification codes. Interested parties must demonstrate their capability to meet stringent government requirements, including providing drawings, design specifications, and traceability documentation to prove product acceptability for the V-22 platform components.

The solicitation issue date is on or about 4 June 2025. The anticipated award date is on or around 1 September 2025. Conditions for evaluation and acceptance of offers for part numbered items cited in the Acquisition Item Description (AID): This agency has no data available for evaluating the acceptability of alternate products offered. In addition to the data required in subparagraph (c)(2) of clause 52.217-9002, the offeror must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the AID, sufficient to establish that the offeror’s product is equal to the product cited in the AID. These items require Government Source Approval prior to award. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA-Aviation can only receive Source Approval Requests (SAR) through DoDSafe link due to internet/web safety concerns per Engineering. To submit your SAR, please send an email to: dlaavnsmallbus@dla.mil, subject line "Request a SAR Drop Off". Include CAGE code, the NSN, and the email address where you want to receive the DoDSafe link. After we receive your email request, a DoDSafe drop off will be returned, where you can download your SAR file and return. In order to receive an award, regardless of dollar value, you must be registered in system for award management (SAM). SAM registration is at https://www.sam.gov. It is the Government’s intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM); therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR. The Government may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the Government.
