About this opportunity

The Air Force Materiel Command Lifecycle Management Center Robins Air Force Base is soliciting proposals for sustaining engineering services to identify a replacement Phase Noise Measurement Module for the Benchtop Reconfigurable Automatic Tester system. The services include technical analysis, analysis of alternatives with procurement costs and technical specifications, determining a replacement module, integrating solutions into the overall system, and conducting first article and qualification testing over a 14-month period. Proposals are due by June 4, 2020 and will be evaluated based on technical approach and price. The preponderance of the resulting definitive C-type contract will be on a firm-fixed-price basis for the engineering services, two prototype modules, and testing, with cost reimbursement used only for necessary travel costs.

The solicitation has been issued to Advanced Testing Technologies, Inc. as the intended sole-source provider under statutory authority. However, all responsible sources may submit capability statements for consideration. The period of performance is 14 months with work to be performed at Robins Air Force Base. While no set-aside is designated, the anticipated contract value ranges from $500,000 to $1,000,000 based on two firm-fixed-price contract line items for prototypes and testing along with an additional cost-reimbursement line item for travel.
