Notice text

*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Survey Technologies Inc. (STI) for the STI-9400 Tough Controller survey equipment..

***The sole source determination is based on the NOAA's National Weather Service (NWS) Systems Operations Division's need for STI's STI-9400 mobile signal measurement and coverage analysis system.

The STI-9400 is manufactured by STI and can only be purchased from STI. The STI-9400 Laptop Signal Measurement & Analysis system will allow for simultaneous monitoring of all NWS Northwest Region (NWR) frequencies within the reception distance of the survey system and mitigates the need to drive through an area seven times if just monitoring one of seven frequencies. Similar STI units are currently in use within the NWS Eastern Region Headquarters. STI's units have proven to be the most compatible equipment for the required systems work. Using more than one brand of equipment for different sites may not yield the same results in a field that needs exacting measurements for comparison. Southern Region Headquarters has reviewed and compared similar equipment but none meet the needs as this unit.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
