Q1. Provide a list of video related equipment requiring coverage outside of the camera list (recorders, monitors, client PCs, video transmission or networking equipment, etc.).
A1. CPU's, surveillance server and disk storage; NVR (DSSRV2040US) v7.13, and Dell Server for Aimetis v6.14.
Q2. What is the quantity of existing cameras that will require a lift vehicle for service?
A2. All exterior cameras will require a lift- there are a total of 25 exterior cameras; 18 at AFRL/RRS and 7 at the Newport site.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
Solicitation FA8751-18-Q-0225 is issued as a Request for Quotation (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20171228. This procurement is being issued as a total small business set aside under NAICS code 561621 and small business size standard average annual receipts of $20.5M.
The contractor, on a firm fixed price basis, shall provide the Surveillance System Maintenance for the Air Force Research Laboratory (AFRL), Rome Research Site, Rome, NY in accordance with the attached Performance Work Statement (PWS) dated 17 January 2018 (reference Attachment No. 1).
The anticipated period of performance is 01 February 2018 through 31 January 2019, plus four (4) option years. If all options are exercised, performance would conclude 31 January 2023.
A Secret Facility Clearance is required for this effort. The successful offeror will be required to complete blocks 2a, 2b, 6a, 6b, and 6c. Then submit the attached draft DD Form 254, Attachment 5.
Formal communications/inquiries, such as requests for clarification and/or information concerning this solicitation MUST be in writing. When addressing questions concerning any aspect of the solicitation, state the page number, section, and paragraph that requires clarification. SITE VISIT - An organized site visit has been scheduled for 24 January 2018, 9:00AM (EST) at Rome Research Site. It is highly recommended that offerors attend. Offerors wishing to attend must complete the attached Site Visit Reservation Form (Attachment No. 3) and Request for Visit Authorization to Rome Research Site, RRS Form 31 (Attachment No. 4).

Please provide a breakout of your price as demonstrated by the proposed CLIN Structure in Attachment No. 2, Price Schedule.
(b)(4) Submit a technical description of the service being offered.
Submit a statement that your company shall comply with the PWS.
Submit all required proofs of certification/qualifications per PWS paragraph 4.1.1.1.
(b)(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received.
(k) SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
The provision at FAR 52.212-2, Evaluation -- Commercial Items applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:
(i) technical capability of the service offered to meet the Government requirement
(ii) price
All evaluation factors when combined are of approximately equal importance.
NOTE: For price evaluation purposes, each offeror's Total Evaluated Price (TEP) will consist of the grand total of maintenance and replacement parts for the base and all option years. As such, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
The labor rates for additional cameras installed pursuant to PWS paragraph 1.4 will be made effective at contract award, but the actual number of hours to be used is not known.
Offerors are required to complete representations and certifications found in the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; Alternate I.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
The clause at 52.217-8, Option to Extend Services applies to this acquisition. The Contracting Officer may exercise the option by written notice to the Contractor prior to the expiration of the contract.
The clause at 52.217-9, Option to Extend the Term of the Contract applies to this acquisition as follows:
(a) The Government may extend the term of this contract by written notice to the Contractor before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

REGARDING ACCESS TO AIR FORCE FACILITIES AND GOVERNMENT INFORMATION TECHNOLOGY NETWORKS
(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor's application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above: (1) Contractor employees who are U.S. citizens performing work under this contract/order; or (2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Note that the clause at 252.232-7003 is included in this solicitation. DoD requires all payment requests (with a few exceptions) to be submitted and processed electronically. All vendors/contractors must familiarize themselves with this clause and DFAR 232.7003 for specific procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
Solicitation FA8751-18-Q-0225 is issued as a Request for Quotation (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20171228. This procurement is being issued as a total small business set aside under NAICS code 561621 and small business size standard average annual receipts of $20.5M.
The contractor, on a firm fixed price basis, shall provide the Surveillance System Maintenance for the Air Force Research Laboratory (AFRL), Rome Research Site, Rome, NY in accordance with the attached Performance Work Statement (PWS) dated 17 January 2018 (reference Attachment No. 1).
The anticipated period of performance is 01 February 2018 through 31 January 2019, plus four (4) option years. If all options are exercised, performance would conclude 31 January 2023.
A Secret Facility Clearance is required for this effort. The successful offeror will be required to complete blocks 2a, 2b, 6a, 6b, and 6c. Then submit the attached draft DD Form 254, Attachment 5.

(b)(4) Submit a technical description of the service being offered.
Submit a statement that your company shall comply with the PWS.
Submit all required proofs of certification/qualifications per PWS paragraph 4.1.1.1.
(b)(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received.
(k) SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
The provision at FAR 52.212-2, Evaluation -- Commercial Items applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:
(i) technical capability of the service offered to meet the Government requirement
(ii) price
All evaluation factors when combined are of approximately equal importance.
NOTE: For price evaluation purposes, each offeror's Total Evaluated Price (TEP) will consist of the grand total of maintenance and replacement parts for the base and all option years. As such, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
The labor rates for additional cameras installed pursuant to PWS paragraph 1.4 will be made effective at contract award, but the actual number of hours to be used is not known.
Offerors are required to complete representations and certifications found in the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; Alternate I.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
The clause at 52.217-8, Option to Extend Services applies to this acquisition. The Contracting Officer may exercise the option by written notice to the Contractor prior to the expiration of the contract.
The clause at 52.217-9, Option to Extend the Term of the Contract applies to this acquisition as follows:
(a) The Government may extend the term of this contract by written notice to the Contractor before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

REGARDING ACCESS TO AIR FORCE FACILITIES AND GOVERNMENT INFORMATION TECHNOLOGY NETWORKS
(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor's application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above: (1) Contractor employees who are U.S. citizens performing work under this contract/order; or (2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Note that the clause at 252.232-7003 is included in this solicitation. DoD requires all payment requests (with a few exceptions) to be submitted and processed electronically. All vendors/contractors must familiarize themselves with this clause and DFAR 232.7003 for specific procedures.
