About this opportunity

The National Institutes of Health (NIH/OLAO) has issued a Special Notice for a sole source contract with David Kopf Instruments for stereotaxic equipment and components. The notice specifically relates to the Briggs LSR section's research on neuronal plasticity in the visual system, particularly in the context of stroke recovery and conditions like Autism. The contract aims to procure custom-built stereotaxic equipment and accessories necessary for performing precise surgical manipulations in animal research. The procurement is classified under the North American Industry Classification System (NAICS) Code 334516 for Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The notice indicates that the government cannot easily obtain equivalent equipment from alternative manufacturers due to the specialized nature of the required components.

Potential contractors are invited to submit a capability package by 9:00 AM ET on April 29, 2025, to the designated Contract Specialist, Ms. Van Holley. The submission must be in writing and sent via email to holleyv@od.nih.gov, with responses strictly evaluated for potential competitive procurement. Contractors must be registered in the System for Award Management (SAM) and include specific details in their submission: company name, SAM Unique Entity Identifier (UEI), point of contact information, specific products that fulfill the same function as the required items, and a comprehensive description of their products and capabilities. The government emphasizes that it will not cover any costs associated with information or inquiry submissions. This opportunity is set aside for small businesses, and oral communications will not be accepted in response to the notice.

Notice text

The National Institutes of Health (NIH/OLAO), hereby gives notice of its intent to award a sole source contract to David Kopf Instruments located at 7324 Elmo Street, Tujunga, California 91042-2205, for the follow-on services of stereotaxic equipment, stereotaxic components and customer support.

The Briggs LSR section aims to discover how plasticity occurs in the visual system during recovery from stroke and how identified neuronal connections contribute to vision, vision deficits, and in diseases like Autism. These experiments require stereotaxic surgery to be performed in animals that requires a custom-built stereotax and associated accessories to enable fine manipulations. Kopf manufactures quality stereotaxic equipment and they will replicate the custom system. Data available is not adequate to assure that these parts, if procured from another manufacturer, will perform the same function in the equipment/system as the parts to be replaced. Further, drawings or specifications sufficient to obtain competition are not available.

This is not a request for competitive proposals. Potential sources who believe they can provide the service listed above are invited to submit a capability package in writing to Contract Specialist, Ms. Van Holley at holleyv@od.nih.gov no later than 9:00 AM ET on Tuesday, April 29, 2025.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Oral communications are not acceptable in response to this notice.  The Government will not cover any costs for any information or inquiry submitted as a result of this notice.

The North American Industry Classification System Code (NAICS) for this acquisition is : 334516 Analytical Laboratory Instrument Manufacturing.  The small business size standard is 1,000 employees.
