AMENDMENT 02 - The purpose of Amendment 02 is to post questions received from industry and the Government's response for each.
The following questions were received:
INDUSTRY QUESTION:
Q1 - "From the System Specifications for the SPI System document:
•- Para 3.2.1.1 (and numerous other areas) the tank (cabinet or surface) shall be large enough to completely apply penetrant (or other materials) on parts up to dimensions of 40"L x 20"W x 20"H or greater.
•- Para 3.7.2 defines overall system dims of 132"L, 36"W (excluding Inspection Booth)
•- Para 3.8.1 defines the max. reach limitation of 24"
•- Para 3.8.2 defines the lifting max. forward reach of 12"
We can design the SPI System stations to accommodate the max part envelope, max reach and lifting max forward reach, but would be longer than the 132"L Max. We can design the SPI System stations to accommodate the max footprint of 132"L and 36"W, but will not accommodate the 40" part envelope dimension nor the max reach and forward max lifting requirements. If the Government wants to keep the SPI System within the 132"L and 36"W footprint, a part envelope of 40"L x 20"W x 20"H will have to be placed vertically (or at an angle), processed, removed, flipped and processed again which doesn't comply with the specification wording of "completely" as well as possibly smear and mask indications.
Please clarify which requirements take precedence.
GOVERNMENT'S RESPONSE:
A1 - "Completely" does not mean completely immersed at one time. All requirements are of equal precedence and must be met.

INDUSTRY QUESTION:
Q2 - "Para 3.2.1.7 Developer Application: For what is defined you could use aerosol or bulk non-aqueous developer. Big difference when quoting. Please clarify preference of developer application equipment."
GOVERNMENT'S RESPONSE:
A2 - Aerosol non-aqueous developer is what is currently utilized and preferred.
_________________________________________________________________
INDUSTRY QUESTION:
Q3 - "Para 3.2.1.8 Inspection: It states that the inspection work station surface shall be large enough to completely inspect parts up to dimensions of 40"L x 20"W x 20"H or greater, but, Para 3.7.2.1 states that the Inspection Booth dimensions shall not exceed 36" length or 36" width. Is the Government fine with inspecting the part vertically (top end 76"H), at an angle, over hanging the work surface or have a larger work surface? "
GOVERNMENT'S RESPONSE:
A3 - A larger work surface would not meet the other requirements of the spec. All other options would be acceptable.

INDUSTRY QUESTION:
Q4 - "From the System Specifications for the SPI System document:
We need a penetrant / dwell tank that is 40+ inches long.
We need a pre-rinse / Hydrophilic remover application / Hydrophilic rinse tank 40+ inches long
We need a drying oven 40+ inches long
We need a developer station that is 40+ inches long
This is a total of 160 inches in length.
3.7.2 says that all this must fit into a maximum length of 132 inches. "
GOVERNMENT'S RESPONSE:
A4 - Dipping of part to maximum extent possible is required, while maintaining total system dimensional requirements. The drying oven is the only station that is required to completely enclose the part with dimensions 40" x 20" x 20". Orientation of the part is left open to the Offeror's design.
_________________________________________________________________
INDUSTRY QUESTION:
Q5 - "3.2.1.1 Penetrant application. I still don't know if they want a dip tank or if they are going to spray the penetrant on. If they use aerosol cans then we do nothing extra. They however asked for a cover which implies that they don't want dirt in the tank - which implies that there is usable penetrant in the tank as well as the drip station must have a 500 mesh filter to strain the material before it goes back to the penetrant station. One work surface of 36 inches is the only thing specified. I would love to see a sketch or picture of what the person has in mind."
GOVERNMENT'S RESPONSE:
A5 - A penetrant tank is required for immersion of the part to maximum extent possible. Aerosol cans will not be utilized for penetrant application.

INDUSTRY QUESTION:
Q6 - "3.2.1.6 E says that we need a thermometer-thermostat scaled from 0 to 200 degrees F. Will an industrial digital temperature controller be acceptable?"
GOVERNMENT'S RESPONSE:
A6 - Scaled from 0 to 200 degrees F means that it is capable of reaching, measuring and displaying a temperature across that range. If it meets all of the other requirements of 3.2.1.6, yes it will be acceptable.
_________________________________________________________________
INDUSTRY QUESTION:
Q7 - "3.2.1.7 In their document, they reference that the developer will be applied per NAVAIR 01-1A-16-1. We need this document. We also need NAVAIR 01-1A-16-2 (if it is not included with the above one)
"C" says that the spray cannot get into an adjacent tank. So -- somehow the developer is sprayed. Is it an aerosol can or do we have to supply a spray system?"
GOVERNMENT'S RESPONSE:
A7 - NAVAIR 01-1A-16-1 and -2 are available online. Form D, Non-Aqueous Developer will be applied via an aerosol spray can, no spray system is required to be supplied.

INDUSTRY QUESTION:
Q8 - "3.3.1.1 C needs to be clarified. B- says the system shall be capable of operating on 110, 230 and 460. Does this mean that we get to choose? Or do we have to design a system that will work off of all three possible supplies?"
GOVERNMENT'S RESPONSE:
A8 - 3.3.1.1.B says drying oven heater element shall be capable of operating on 115, 230, OR 440, meaning it is left open for the Offeror's chosen design. To clarify 3.3.1.1.C, the drying oven's heater element shall be the only electrical component of the system that is allowed to operate off of a voltage higher than 115 VAC.
