About this opportunity

The Defense Information Systems Agency (DISA) is seeking to procure a 1GB commercial circuit for intra-Eastern Europe telecommunications services through this combined synopsis/solicitation for commercial items. This is a restricted access requirement where only entities registered under NAICS code 517111 (Wired Telecommunications Carriers) can access the full solicitation attachments, and access requests must include the requestor's UEI or CAGE code for verification. The procurement is structured as a request for quote (RFQ) with no separate written solicitation to follow, and quotes must identify pricing through monthly recurring charges (MRC), non-recurring charges (NRC), and any applicable tier pricing for additional service months. The evaluation will use a lowest price technically acceptable (LPTA) source selection process, with specific evaluation criteria detailed in the attached RFQ. The solicitation was posted on June 12, 2025, with quotes due by July 14, 2025.

This procurement does not utilize any small business set-aside designation, making it a full and open competition among qualified telecommunications providers. No incumbent contractors or potential award values are specified in the solicitation notice. The service involves establishing telecommunications connectivity within the Eastern Europe region, though specific performance locations or duration details are referenced only in the attached RFQ document that requires proper registration to access. Telecommunications providers must comply with standard commercial item terms and conditions as outlined in various FAR clauses, including FAR 52.212-1 through FAR 52.212-5, and must adhere to existing basic agreements with DITCO. The requested service date and acceptance criteria are contained within the restricted-access solicitation documents.
