This is a synopsis for a sole source requirement for Barksdale AFB, STARBASE 2.0 Staffing.
Awardee must be a non-profit entity IAW DODI 1025.7 para 5.3.5
This acquisition is to provide staffing services to support the DoD STARBASE Louisiana 2.0 afterschool middle school STEM education program managed by the 307th Bomb Wing, AFRC, and Barksdale Campus. The contractor shall staff and manage payroll, to include monthly invoicing, and benefits disbursement for a total of two teachers and one teacher's assistant positions to implement the STARBASE 2.0 services to participating students, as outlined by DoD STARBASE and STARBASE Louisiana guidelines.
A. One full-time teacher selected by the STARBASE Louisiana Executive Director to serve as STARBASE 2.0 Program Coordinator for a period of 215 days per year. The teacher will report directly to STARBASE Louisiana Executive Director, and will follow all guidelines of the STARBASE Louisiana program.
B. One full-time teacher selected by the STARBASE Louisiana Executive Director to serve as STARBASE 2.0 Project Instructor for a period of 215 days per year. The teacher will report directly to STARBASE Louisiana Executive Director, and will follow all guidelines of the STARBASE Louisiana program.
C. One part-time teaching assistant selected by the STARBASE Louisiana Executive Director to serve as STARBASE 2.0 Program Assistant for a period of 175 days per year. The teaching assistant will report directly to STARBASE Louisiana Executive Director, and will follow all guidelines of the STARBASE Louisiana program.
Candidates for the STARBASE 2.0 positions must pass a government security background check. In addition, minimal qualifications for the positions of Coordinator and Instructor include a Bachelor's Degree (or higher) and a current teacher license/certificate for the state of Louisiana. Staffed individuals must have previous experience working with the STARBASE program or similar STEM program and must have proof of training for CREO CAD software.
Award shall be issued on a sole source basis to STARBASE Louisiana, Inc. Authority: 10 USC 2304(c)(1), Justification: Only One or a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(a)(2) in accordance with FAR 6.303 and 6.304. The primary justification purpose for FAR 6.302-1(a)(2) is the unique abilities of the teachers and teaching assistant, the continuity of the program, and mandatory DODI policy that the awardee must be a non-profit (DODI 1025.7 para 5.3.5).
