About this opportunity
This solicitation from the Department of the Navy Secretary of the Navy Office of Naval Research seeks proposals for communications and networking technologies to provide seamless connectivity across varied platforms under challenging battlefield conditions. The technologies will serve as critical enablers of the tactical grid connecting distributed units and groups into fleets. Proposals will be evaluated based on their ability to meet operational requirements for accurate and timely command and control across land, maritime, and space environments under limited spectrum and interference constraints, with a deadline of July 9, 2021.
There is no set-aside designation specified. Potential incumbents were not named as the notice seeks successful proposals supporting implementation from 2022 onward, performing on land, at sea, and in undersea and space environments, though budget details and potential award values were not provided. Main NAICS and PSC codes relevant to communications and networking equipment procurement were not indicated.
Notice text
A Design for Maritime Superiority (2018) describes an operational architecture for distributed maritime operations (DMO) that "... will provide accurate, timely, and analyzed information to units, warfighting groups, and fleets." A critical component of this architecture is the tactical grid to connect distributed units into groups and distributed groups into fleets. Communications and networking technologies that can provide seamless, robust, connectivity are key enablers for the tactical grid. These technologies will be deployed on a variety of platforms, both manned and unmanned, operating under challenging battlefield conditions (lack of infrastructure, mobility, spectrum limitations, interference, multipath, atmospherics, size/weight/power constraint, etc.) in different environments (land, maritime [includes both surface and undersea], and space). Successful Command and Control (C2) and decision making, at all levels of command, for DMO is critically dependent on these communications and networking technologies.
