About this opportunity

The U.S. Department of the Interior's U.S. Geological Survey (USGS) is seeking a comprehensive Oil and Gas Database Access solution with associated applications and software through a full and open competition Request for Proposal (RFP). The solicitation requires a robust database covering U.S., Canadian, and international oil and gas well history and production data, including detailed well information, production volumes, and geological data with advanced software tools like Petra, Kingdom, and Que$tor. Evaluation will be based on three primary factors: data quality/technical capabilities, past performance, and price, with technical merit considered more important than cost. Proposals must be submitted electronically to Contracting Officer Mary (Beth) Wilson by 5:00 PM EST on May 6, 2025, with questions due by May 8, 2025. The procurement will be conducted under NAICS code 519290 (Web Search Portals and All Other Information Services) with a size standard of 1,000 employees.

The contract is not set aside for any specific business category and will be awarded as a firm-fixed-price contract with a five-year period of performance from May 30, 2025, to May 29, 2030, which includes a base year and four option years. While specific budget ranges are not explicitly stated, the contract will be awarded to the vendor deemed most advantageous to the government. The solicitation will utilize Federal Acquisition Regulations (FAR) Part 12 for commercial items and FAR Part 15 for solicitation, evaluation, and award procedures. Performance will likely be conducted at the USGS's primary locations, with potential remote and digital service delivery given the database and software nature of the requirement. The government intends to select a vendor capable of delivering a comprehensive solution that meets their complex oil and gas data and software needs.
