About this file

This document is a Request for Proposal (RFP) from the U.S. Geological Survey (USGS) for Oil and Gas Database Access with associated applications and software. The solicitation (No. 140G0225R0010) seeks a comprehensive database solution covering U.S., Canadian, and international oil and gas well history and production data, with requirements including detailed well information, production volumes, geological data, and advanced software tools like Petra, Kingdom, and Que$tor. The contract will be a firm-fixed-price type with a five-year period of performance from May 30, 2025 to May 29, 2030, including a base year and four option years.

The procurement is set as a full and open competition under NAICS code 519290 with a size standard of 1,000 employees. Evaluation will be based on three primary factors: data quality/technical capabilities, past performance, and price/cost, with technical merit considered more important than price. Proposals must be submitted electronically to Beth Wilson at bwilson@usgs.gov by 5:00 PM EST on May 06, 2025. The government intends to award to the vendor whose proposal is most advantageous, considering the ability to deliver comprehensive oil and gas data, associated applications, software functionality, and past performance history.

Brand Name: S&P Global

Background:

The Department of the Interior (DOI) U.S. Geological Survey (USGS) Energy Resources Program (ERP) is congressionally mandated to provide detailed assessments of undiscovered oil and gas resources worldwide. Conducting these assessments require the most comprehensive and up-to date compilation of oil and gas well history and production. Historically, the USGS has contracted with S&P Global to provide the USGS with access to several data libraries including US Oil and Gas Well History and Production, Canada Well History and Production, and World (excluding US and Canada) Oil and Gas History and Production. S&P Global also provides several tools to search and retrieve data from these systems using various tools: Enerdeq, Accumap, and EDIN. Another deliverable is a local copy of the US Oil and Gas Well History and Production data for more advanced data operations. Several complementary software packages are also contracted for analyzing these data: Petra, Kingdom, and Que$tor.

World (excluding US and Canada) Oil and Gas History and Production data will only be used by a small team of less than 10 members of the international component of the National and Global Assessment project. Licensing is sought to reflect small group of users.
