About this opportunity
The Defense Logistics Agency (DLA) Aviation is seeking sustainment engineering and program management services for out-of-production aircraft parts through a sole source procurement to Honeywell International Inc. The contract will establish a priced sustainment engineering Contract Line Item Number (CLIN) requiring engineering reviews of each part number to assess the status of engineering drawings, data packages, and specifications, along with contractor support actions to maintain government communication. This procurement is being conducted under FAR 6.302-1 as "Only One Responsible Source" since Honeywell is the sole source Original Equipment Manufacturer (OEM) for the targeted National Stock Numbers (NSNs) and market research has not identified alternative sources. The solicitation will be issued via a Letter Request for Proposal (RFP) rather than being posted to DIBBS, with the expected solicitation issue date on or around October 8, 2025. Questions regarding this requirement should be directed to Acquisition Specialist Ms. Chadney Thompson at Chadney.Thompson@dla.mil.
This procurement does not utilize any set-aside designations and is unrestricted competition, though conducted as a sole source to Honeywell International Inc. The contract is anticipated to be added as a modification to the existing Honeywell Supplier Capabilities Contract (SCC) number SPE4AX-22-D-0003. The contract structure will be Firm Fixed Price (FFP) with a 12-month Period of Performance from the SCC modification effective date, including yearly renewal options as needed. The procurement covers 20 specific National Item Identification Numbers (NIINs) for various Honeywell parts including actuators, adapters, circuit card assemblies, valves, covers, and other aerospace components across multiple Federal Supply Classification codes. While other responsible sources may submit capability statements detailing how they can meet the contract requirements, if no alternative sources are found capable of meeting the government's requirements, the sole source approach will proceed without posting to DIBBS.
