About this opportunity
The U.S. Customs and Border Protection intends to award a sole-source contract to Savage Range Systems, Inc. for repair and enhancement of the indoor firing range HVAC and air barrier system at its Special Operations Facility, with an estimated value of $550,759.38 and an award date of September 30, 2026.
CBP justified the sole-source award under FAR 6.302-1, only one responsible source, based on Savage Range Systems' unique qualifications and prior system involvement. Savage previously installed and configured the existing target system and identified the HVAC airflow deficiency, providing specialized knowledge of the system's original configuration, programming, component integration, and operating parameters not readily available to other contractors. Market research identified potential sources with general capabilities in firing range maintenance and HVAC work; however, the Government determined that the requirement involves an integrated system requiring facility-specific expertise. The contracting officer will negotiate a fair and reasonable price using price analysis techniques including comparison with historical prices, independent cost estimates, market research, and labor and material cost analysis.
Work scope includes comprehensive inspection and diagnostic assessment of the indoor firing range systems, troubleshooting and repair of the HVAC/range ventilation system to address airflow deficiencies, installation and programming of two additional targets including a running man target, integration of new targets into existing software, operational testing and commissioning, and compliance with all applicable federal, state, local, safety, and environmental requirements. The performance period is 120 days, utilizing FY26 funds. CBP plans to pursue future competitive opportunities once sufficient technical documentation and system configuration information becomes available.
