About this opportunity

The United States Air Force Test Center Directorate of Contracting at Edwards AFB, California has issued a Special Notice announcing its intent to award a sole source contract to AeroStar International, LLC for OTS drysuits. The agency is utilizing the simplified acquisition threshold authority under FAR 13.106-1(b)(1)(i) and 41 U.S.C. 3304(a)(1) to justify the single source procurement. AeroStar International, located in Sioux Falls, South Dakota, has been identified as the sole manufacturer of the required OTS-600 Dry Suit Style 601GBR005B and 601GBR006 Series, which are Commercial-Off-The-Shelf anti-exposure suits. The contract will be structured as a firm fixed price agreement, with award date and contract number to be determined. This notice was published on August 26, 2025, with a response deadline of September 22, 2025.

The purpose of this Special Notice is to comply with FAR 5.207(c)(15) requirements for announcing the lack of competition in the procurement while providing an opportunity for other potential vendors to demonstrate their capabilities. Although no formal solicitation documents exist, the notice invites any vendors who believe they can meet the specified requirements to submit a complete technical package with clear and convincing evidence of their ability to fulfill the contract. The eligibility criteria require contractors to provide comprehensive technical documentation proving they can supply the exact specifications outlined in Technical Order 14P3-5-111-2E for the specialized flight suits. The procurement falls under the Specialized Flight Clothing and Accessories category and represents a critical acquisition for Air Force test operations requiring specific anti-exposure protection equipment. Interested contractors must respond by September 22, 2025, to be considered for this specialized apparel manufacturing opportunity.
