About this opportunity

The Naval Nuclear Laboratory (NNL), operated by Fluor Marine Propulsion (FMP) and part of the Department of Energy, is conducting market research to identify potential suppliers for a small scale closed-loop steam generating test system. This Request for Information (RFI) seeks to understand industry capabilities for developing a specialized test apparatus that includes an autoclave for steam generation, a condenser, a non-condensable gas removal component, and a makeup water tank. While not a formal solicitation, the RFI outlines both mandatory and optional system requirements, such as potential features like corrosion-resistant materials, multiple chemical injection points, water sampling locations, and the ability to monitor corrosion coupons within various system components. The RFI was posted on April 28, 2025, with responses due by June 6, 2025, and is specifically focused on gathering information about potential technological capabilities. The research and development effort falls under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences.

The pre-solicitation notice does not specify a specific set-aside designation and does not indicate a predetermined award value or budget range for the potential contract. The RFI is explicitly clear that it will not reimburse respondents for any costs associated with providing information, and it is purely a market research initiative. No incumbent contractors are mentioned, and the document suggests the government is in an exploratory phase of understanding industry capabilities for developing this specialized steam generating test system. The potential contract would be categorized under Product Service Code AG12 for Energy R&D Services and Applied Research. While specific quantities or precise timelines are not detailed, the document implies a focused effort to understand the technical feasibility and potential approaches for creating a sophisticated, closed-loop steam generating test apparatus with advanced monitoring and sampling capabilities.

Notice text

THIS IS A REQUEST FOR INFORMATION ONLY.  THIS IS NOT A SOLICITATION.
This notice is issued solely for informational and planning purposes. This notice does not constitute a solicitation. The Naval Nuclear Laboratory (NNL), operated by Fluor Marine Propulsion (FMP), is utilizing this request for information for market research to determine what organizations have the capability to fulfill this requirement.  NNL will not be responsible for any costs incurred by interested parties in responding to this request for information.

Scope:
NNL is seeking information on the availability of a small scale closed-loop steam plant system.  A desired test loop will include steam generated in an autoclave that will be sent to a condenser where the non-condensable gases are removed, and the steam is cooled back into water.  The water from the condenser will then be sent back to the autoclave.  Any water volume lost through purging or sampling throughout the loop will be replaced by a makeup water tank.  The apparatus must include the general requirements below.

General requirements:

  •  An autoclave
  •  A condenser
  •  A component which removes non-condensable gases
  •  A makeup water tank

The apparatus may also include the following features but is not required.

  • Components constructed of a corrosion resistant material
  • Multiple locations where chemicals may be injected into the system
  • Multiple locations where water samples may be obtained
  • Interchangeable condenser tubes of different materials
  • Ability to place and monitor corrosion coupons within the system (e.g., autoclave (steam space and/or water), condenser, and feedwater)
