***AMENDMENT 1 TO THE COMBINED SOLICITATION/SYNOPSIS***
The release of the ASLON-45 Combined Synopsis/Solicitation (CS/S) on 23 April 2019 resulted in numerous questions from prospective offerors. The Government is providing its responses to these questions in hopes that it will assist offerors in the development of their ASLON-45 proposal. This is the release of Amendment 1 to the ASLON-45 Combined Synopsis/Solicitation (and supersedes the admin revision to CS/S posted to FBO on 2 May 2019). The following documents have changed as a result of these Questions & Answers (Q & A): CS/S, Provisions and Clauses, PWS/MRD, Offer Sheet, and CDRLs.
Please note that the proposal Response Deadline has also been extended from 23 May 2019 to 6 June 2019. The Government has also provided additional details regarding the oral/visual presentation schedule. Offerors will be contacted following the proposal response deadline for oral/visual presentations tentatively scheduled to start the week of 17 June 2019.

COMBINED SYNOPSIS/SOLICITATION
1. The Response Deadline on page 1 & 3 has changed from "23 May 2019" to "6 June 2019."
2. Under Section D, Instructions to Offerors, page 2 and Section 1.2 under Volume I - Technical Presentation on page 3 has changed from "the offeror will then be contacted no later than fourteen days of the response deadline to schedule oral presentations which will be no later than 21 calendar days from date of contract" to "Offerors will be contacted following the proposal response deadline for oral presentations tentatively scheduled to start the week of 17 June 2019."
3. Under Technical Evaluation within the Evaluation Criteria on page 5 added two sentences to provide additional clarity on Acceptable/Unacceptable ratings. The sentences state "The offeror must meet all of the criteria in order to receive an Acceptable rating. Failure to meet one of the technical criterion below will result in an Unacceptable rating for Technical Capability."

5. Under Section 3.0 Documents, Document Number LTS 10-2010-04 titled Test Requirements for Launch Vehicles has been moved from 3.2 Compliance Documents to 3.1 Reference Documents within the PWS.
6. The table on page 19 is now correctly labeled "Annex 2."
7. Under MRD section 1.1 changed from "the baseline launch location for this mission will be from the East Coast of the United States" to the baseline launch location for this mission will be from the United States."
8. Under Section 4.0 Acronym List within the MRD, the FTS acronym is now deleted.
9. Under the MRD Requirements List Section 6.0, MRD 070, SV Hazardous Propellant Servicing, is now "N/A."
10. Under the MRD Requirements List Section 6.0, "MRD 073, MOOG ShockWave Isolator Assembly ICD" has been added.
11. Under MRD section 2.2, Government Furnished Property has changed from "(U) Government Furnished Property will not be provided for ASLON 45" to "(U) Government furnished property (GFP) will be provided for ASLON-45 which is defined in section 3.2.2.4." (MOOG Isolator)
12. Under PWS section 3.2, Compliance Documents, NIST SP 800-53 has been removed.

13. Response deadline changed from "Thursday 23 May 2019" to "Thursday 6 June 2019."

14. CDRL A035 has been removed.

***CORRECTION OF ERRORS IN COMBINED SOLICITATION/SYNOPSIS***
Typographical errors/contradictory statements were identified in the SRP-O ASLON-45 Combined Synopsis/Solicitation (CS/S), FA8818-18-R-0011, pp 1 through 7, posted 23 April 2019. Those errors have been corrected and highlighted on the attached CS/S Revision 1 and are outlined below. There are no changes to any of the other documents attached to the CS/S posted on 23 April 2019. Please use original contact information if you have questions.
1. Under Instructions to Offerors, Section D Paragraph 1, page 2, changed "The offeror will then be contacted within seven days of the response deadline" to "The offeror will then be contacted no later than fourteen days of the response deadline."
2. Under Volume 1 - Technical Presentation, 1.2, 1. A. a., pg. 3, deleted in its entirety, "Presentations will begin at 9:00AM on the scheduled date" as the timeline is established in block 3.
3. Under Evaluation Criteria, Technical Evaluation, pg 5, the statement "The Solicitation Correlation Matrix on page 7 outlines..." is changed to "The Solicitation Correlation Matrix of page 7 delineates technical capability/technical risk criteria."

Under Evaluation Criteria, Technical Evaluation, Part C, pg 5, the statement "will be No Earlier Than June 2020 and No later Than December 2020" is changed to "Objective will be February 2021 and the ILC Threshold will be August 2021" as correctly identified in the Mission Requirements Document.

The Air Force Space and Missile Systems Center (SMC) is releasing a Combined Synopsis/Soliciation for the Small Rocket Program-Orbital (SRP-O) Agile Small Launch Operational Normalizer-45 (ASLON-45) contract. The Government intends to award one (1) contract as a result of this competition. The Combined Synopsis/Solicitation includes: Solicitation and Clauses, ASLON-45 Performance Work Statement (PWS) and Mission Requirements Document (MRD), Offeror Sheet, and Contract Data Requirements List (CDRLS). In addition to the ASLON-45 Combined Synopsis/Solicitation, the Government responses to the comments provided by industry following the Request For Information (RFI) posted on 14 December 2018 are also posted. The North American Industry Classification System (NAICS) is 481212, and size standard 1,500 employees applies for this proposed acquisition.
Acquisition Agility is an Air Force Strategic Master Plan (SMP) focus area and SRP-O and ASLON is a direct result of an Air Force Space Command (AFSPC) tasking on the prospects of an agile small launch.
The ASLON-45 Space Vehicle (SV) manifest will consist of multiple 6U and US Government cubesats to low earth orbit (LEO) at a 45 degree inclination. The Government requires a dedicated launch service; all payload capacity will be reserved for Government use. The Launch Service Contractor (LSC) will provide all required dispensers and perform all required payload integration and launch operations. ASLON will be a Mission Assurance (MA) Category 1 launch service, procured via C-Type, Firm-Fixed Price SRP-O contract.

The SRP-O Bidder's Library is now available to interested parties, by request only. The library provides a collection of relevant program guidance and reference documents not generally available to the public, to which offerors may need access in order to develop high quality proposals. The SRP-O Bidder's Library will be mailed to a specified address via a compact disc. Parties interested in accessing the SRP-O Bidder's Library should send their requests to the PCO's email address above. The requests should include: company name; Commercial and Government Entity (CAGE) code; point-of-contact (POC) name, POC email and POC phone number. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
