This is a Request for Information (RFI) in accordance with FAR 15.201(e) from the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE). The purpose of this RFI is to conduct market research and obtain information about market capabilities which will be used for planning purposes in determining appropriate strategies to meet the Agency's requirements. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted as such by the Government. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement.
Currently, ICE uses its proprietary Law Enforcement Notification System (LENS) to send automated notifications, referred to as LENS Notifications, to law enforcement agencies that have subscribed to the service. ICE intends to update the current LENS business process, as needed, to allow modified LENS notifications that include sex offender data to be generated if the subject being released is a registered sex offender. As LENS messages are transmitted to subscribing agencies through the National Law Enforcement Telecommunications Systems (NLETS), this new service will identify when an a LENS messages that has been modified with an identifier indicating the released alien is listed in the NSOR and then incorporate additional information into the message before distributing to subscribers.
ICE is requesting third party support to develop the functionality within NLETS that will add information on the nature of the crimes associated with a registered sex offender when ICE distributes a LENS message at the time of that alien's release. Sex Offender Notifications are to include, at a minimum, key biographic identifiers, release date, and specific crime information (i.e., NCIC code and description) from the alien's Rap Sheet.
The Contractor is responsible for developing services that will allow for the following functionality:
1) Generate supplemental information containing sex related offence data (i.e., appropriate NCIC codes and descriptions) from the subject's Rap Sheet and include it with ICE Sex Offender Notifications LENS notification.
2) Distribute combined Sex Offender Notifications to subscribing local and state LEAs via NLETS as an Administrative Message (AM)
3) Query NCIC to check a subject's criminal history for an NSOR flag; this service must be accessible by ICE enterprise systems (e.g., EARM)
4) Deliver Rap Sheets that include NCIC code data that corresponds to the state-specific crime data (e.g., crime literal, statute) with the requested Rap Sheet; this service must be accessible by ICE enterprise systems (e.g., EARM)
The Contractor shall provide all application development, hardware, software, and documentation required to meet the requirements listed above.
Interested persons may identify their interest and capability to respond to the requirements or submit proposals.
