Update #2 · Latest ·

This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information.

This contract action was awarded as a firm fixed price (FFP), cost plus fixed fee (CPFF) hybrid. Portions of this contract action were not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2) for portions of this contract action.

Update #1 ·

Product Manager Wideband Enterprise SATCOM Systems (PD WESS) and the US Army
Contracting Command - Rock Island (ACC-RI) intend to issue a Request for Proposal (RFP) sole-source to the proposed contractor Northrop Grumman (NG). This RFP is for a spectrum monitoring subsystem (SMS) installed at six (6) Remote Monitor Control Equipment (RMCE) sites located worldwide for use with the Wideband Global SATCOM (WGS) and Defense Satellite Communication System (DSCS) satellite constellations. The proposed RFP will result in a eighteen (18) month base period, one (1) six (6) month option period Firm-Fixed Price (FFP), Cost plus Fixed Fee (CPFF) hybrid contract.

PD WESS and ACC-RI intend to limit competition per 10 U.S.C. 2304(c)(l), as implemented by FAR 6.302-l, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contractor, NG, is the only identified source that can meet the Government's urgent timeline and performance specifications. Additionally, continued use of the NG solution is required for interoperability as it is installed at the Wideband SATCOM Operation Center (WSOCs) and to avoid substantial duplication of costs to the Government.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered.

This notice of intent is NOT a request for quotes. This is for informational purposes ONLY.
