About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 100 units of needle seats, classified under NSN 1H-3110-015444733-L1 with technical data package version 004. These bearing components will be delivered to the Portsmouth Naval Shipyard in Kittery, Maine. The government holds complete rights to the technical data with no restrictions on technical data, engineering, tooling, or manufacturing, making this procurement eligible for full and open competition among qualified small businesses. The opportunity was posted on July 18, 2025, with responses due by November 4, 2025. The procurement falls under Product Service Code 3110 for bearings and antifriction components, and interested parties can obtain relevant military specifications and standards through the DoD Single Stock Point documentation system.

This procurement is structured as a 100% total small business set-aside under FAR clause 52.219-6, though the specific type of small business set-aside will be determined in the final solicitation and may include HUBZone, service-disabled veteran-owned, women-owned, or historically black college and university designations. The contract requires delivery of exactly 100 units of the needle seat components to the L1SS facility at Portsmouth Naval Shipyard. No incumbent contractors or current suppliers are identified in the pre-solicitation notice, and no specific contract value or budget range is disclosed at this stage. The technical data package is described as complete with version 004 specifications, and the A/RMSC designation L1 indicates the parts are suitable for competitive procurement without manufacturing limitations.
