About this opportunity

The Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services is soliciting screen fabric material to support the Sterile Insect Technique program targeting New World Screwworm in South America and Central Mexico. The procurement requires 12,500 linear yards of highly specialized screen fabric material with specific technical requirements including 36" x 100 linear yard rolls, amber color, 12 mil yarn size, 20x20 construction, and polypropylene material composition. This material will be used in the fabrication of Emergence Tower Screen Trays, which are critical components of sterile insect technique equipment designed to prevent the spread of New World Screwworm into the Southern United States. The solicitation was posted on July 18, 2025, with responses due by July 24, 2025, providing vendors with a tight six-day response window. Vendors must submit all questions to Contracting Officer Latisha Hollman via email at least two business days prior to the response deadline, and all quotes must be submitted electronically through registered SAM accounts.

This opportunity is designated as a total small business set-aside under NAICS code 314999 (All Other Miscellaneous Textile Product Mills), restricting competition to qualified small businesses. The contract will be awarded to APHIS-PPQ Aircraft & Equipment Operations located in Edinburg, Texas, with Jose A. Hinojosa serving as the Contracting Officer's Technical Representative. The solicitation includes two line items: the screen fabric material meeting the specified technical requirements and shipping services to transport the material to the designated location. Successful vendors must deliver the material within 30 business days of order placement, ensuring timely support for the sterile insect program's operational requirements. The procurement represents a bulk purchase strategy designed to avoid delays in the delivery of sterile insects to targeted areas and maximize the effective use of program allocations.

Notice text

Fabrication of Emergence Tower Screen Trays is necessary to supply highly specialized Sterile Insect Technique
equipment to the NWS program to combat the spread of New World Screwworm in South America and Central Mexico
before it infests areas of the Southern United States. Aircraft and Equipment Operations (AEO) has repeatedly provided
support to SIT programs in the fabrication of specialized equipment. Procurement of raw materials in bulk form for the
fabrication of this equipment is an effective use of program allocations to avoid delays in the delivery of sterile insects to
targeted areas.
