Project Description
The Tongass National Forest (TNF) under the United States Department of Agriculture (USDA) intends to solicit, negotiate, and award a single Firm-Fixed Price (FFP) construction contract to the Offeror based on FAR 15.101-2, Lowest Price Technically Acceptable (LPTA) evaluation factors. The period of performance is anticipated to be completed no later than November 30, 2015.
This project will contain Base work and options.
Base - Work will include all site work including rock excavation, borrow rock, structure excavation, roadway excavation, culverts, paving, sewer work and other related items for station 10+82.6 to 36+40.73.
Option 1 - Work will include all site work including rock excavation, roadway excavation, borrow rock, culverts, paving, and other related items for Bypass Road Intersection station 36+40.73 to 39+00.
Option 2 - Work will include all site work including rock excavation, roadway excavation, borrow rock, culverts, paving, and other related items for station 39+00 to 45+50.
Option 3 - Work will include all site work including rock excavation, structure excavation, roadway excavation, borrow rock, culverts, paving, and other related items for station 45+50 to 50+00.
Option 4 - Work will include all site work including roadway excavation, utility relocation, paving, school area piping work and other related items for work at School Parking Area.
Earthwork activities include all clearing and grubbing, removal of structures, excavation, rock blasting, geotextiles, backfill, and stabilization for modifying and creating new roadway sections and trails.
Utility revisions are required for water, sanitary, and storm systems. Coordination with the City of Thorne Bay's Utility Department is required. Other drainage culverts are also necessary.
The roadway will be asphalt paved. Sections of the roadway include concrete curb and gutter and sidewalks. Guardrail and striping.
The trail sections will receive aggregate surfacing and wood bollards are required on one section of the trail.
Erosion Control and other SWPPP measures are required.
Project includes contractor furnished and installed signage.
Other items include temporary traffic control, turf establishment, surveying, testing, and others.
The magnitude, including base and all options, is between $1,000,000 and $5,000,000.
Project Location
Thorne Bay is located on Prince of Wales Island is in the Alexander Archipelago in Southeast Alaska. The island is not connected to the North American continental road system, but is served by ferry, barge, and small airplane connections from Ketchikan, Alaska. Ketchikan is also not connected to the road system, but is served by ferry, barge, and commercial airline service from the lower forty-eight states.
Prospective Offerors are responsible for downloading the solicitation and any documents related to this procurement when available. It is the Offeror's responsibility to monitor the FBO website for the release of the solicitation and amendments. Offerors must be active in SAM in accordance with FAR 52.204-7.
