The purpose of this amendment is to clarify the temporary road closures and answer questions from the pre-proposal conference call.

QUESTIONS:

1. 10702 - References to Osprey Nesting survey from years ago. Please clarify applicability to this project.

RESPONSE: Examples under 107.02 are not applicable to this project. Delete the following from the specification:

Do not work within the wetted perimeter of streams before July 1 or after September 15.

Do not work within 1000 feet of an occupied dwelling on any legal holiday or between 12 noon

Saturday and 6 a.m. the following Monday.

Do not work (except hauling material) within 1500 feet of osprey nests between March 1 and May 31. No known active nests were located within the 1500 feet limit as of June 15, 1991.

If a new nest is found, suspend work (except hauling material) within 1500 feet of the nest location. See Subsection 108.06.

2. 15603 - References keeping open with no closure times. Conflicts with plans, please clarify.

RESPONSE: See change to section 156.03 in this amendment.

See pages L3 and L4 of the plans for traffic control and detour details. Coordination with the City of Thorne Bay, Thorne Bay school, and local church is necessary. Must allow access for local residents that must access their property through construction limits.

3. 20402 - No references to sub-ex. Profile shows excavation and shows below grade. Is this roadway-ex or sub-ex?

RESPONSE: See sheet C1. Attached are cross sections for reference. Be aware, parts of this project have been adjusted and may not be reflected in cross sections.

4. Sheet J.1 detail #3. Select topping shown.

Is there a pay item for this?

RESPONSE: Select topping is included in pay item 20450-000, Borrow, Rock. See specification

204 - Excavation and Embankment.

5. Sheet D-5 station 22+50. Shows a water line. Is this part of the utility relocation?

RESPONSE: Yes, existing concrete vault shall be removed, install valve boxes and stem extensions (shown on sheet D5).

6. Are there fees with the materials sources?

a. Sources on state land will have a fee associated with them. The contractor to coordinate this and costs with the state. Waste areas will be up to the state.

b. FS Land specified locations are available with no fee.

c. City rock pit - no fees associated with the materials going to this project.

7. Can you elaborate on the second to last pay item in the base bid item (Utility

Relocations)? Where can we expect this? What kind of utilities? What kind of pipe or wire?

Are there any utility companies that need to be paid by us for relocation cost?

RESPONSE: Utility work will include sanitary sewer pipe, catch basin, manhole, storm drain, water line and valve installation, and storm drain pipe removal. The majority of this work will occur between stations 10+82 to17+75.

Materials are called out in the DOWL Revised

Drawings on pages 2-14 of the plans.

8. How come the bid items aren't in numerical order.

RESPONSE: They are in the order as received by the design firm.

9. On sheet D2: Roadway Embankment 10+00 to

40+00 is 8300 cy. Rock Excavation is 10965 cy.

Where does the 13,000 cy of rock borrow go?

RESPONSE: On page 13 of 14, the plans show that all useable excavation shall be stockpiled in the gravel parking area near station 17+00 as directed by the city.

10. Can the quantities on D2 be broke out to match the stations on the options?

RESPONSE: Pay items are broken down according to Option items in the schedule.

11. Section 1- 52.219-6 - Is this solicitation a small business set aside?

RESPONSE: Yes as represented by the clause title.

12. Section 1- 52.204-14 and 15 - Service

RESPONSE: No, this is a Construction

Contract. The FAR requires 52.204-14 in both

Service and Construction Contracts. Delete clause 52.204-15 by drawing a line through it.

This clause is only applicable to IDIQ contracts and removal was missed during review.

13. Source Selection Sensitive - Far 2.101 and

3.104 - Does the Government intend to sole-source with an contractor who's technical meets the requirements of Technical Evaluation Factor 1 and

2 only?

RESPONSE: This is a single contract action open to competition among Small Business firms that are determined technically acceptable based on the published criteria. This is not a sole source action and the Source Selection Sensitive references are required to protect sensitive business information provided by offerors.

14. The Technical Evaluation Factors 1 and 2 seem to have restrictive specifications that exclude potential contractors, and certainly small business. Is that the Governments Intent.

RESPONSE: The selection criteria is based on the critical expertise needed to facilitate contractor and project success. We are aware that not EVERY small business firm will have this expertise but the represented expertise is the minimum yet most important technical requirements of the project.

15. The Government has included plans, material quantities, descriptive intent of the project, and detailed specifications to perform the work. This is a fixed priced contract. Is there any reason that the Government has not identified this project as an IFB - Sealed Bid.

RESPONSE: As stated in the response to question 1, there are some technical expertise requirements for the project which can be measured and evaluated under an RFP but not an

IFB.

16. Question from page 53. "General

156.03 General. Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a traffic control plan has been approved. Post construction signs and traffic control devices in conformance with MUTCD. All required signs will be in place and approved prior to beginning work on project.
