The purpose of this amendment is to issue the notes from the Pre-Proposal conference call and issue corrections to the current solicitation.

The pre-proposal conference notes are attached (3 pages)

CSI Supplemental Specifications, Section 0270 was issued with only page 2. Attached is the missing page 1 of this section.

To provide clarity to the technical evaluation criteria and measurements, a Table of

Evaluation Factors were created for the two criteria and are attached. (2 pages)

Preproposal Conference: (CO)

A preproposal conference is for informational purposes only. It may answer some offeror questions; we will post all written questions and answers via amendment on the Federal Business Opportunities website. Statements or representations made during this conference are not legally binding. Changes resulting from the conference are official only if issued through an amendment to the RFP.

Brief introduction of the project: (Quentin)

Shared that the traffic delay time/allowance is 60 minutes.

Indicated this project has some unique requirements around the school coordination. School will be in session and special events will be occurring in the evenings and weekends. The contractor will need to get with the school to set a plan for working with the school schedule. The school is anxious for this work to be accomplished and is willing to work with the contractor.

There is a church and residence adjacent to the project that will need to be considered but fortunately there is not a lot of work in that area.

City Comments:

School is in session as of today. Vacations will be listed on the school calendar and school is anticipated to end at the end of May. The administrator confirmed the school will be willing and able to collaborate on schedules for evening and weekend events.

Specifications: (CO)

The specifications were missing a page 1 which will be issued in the amendment with the notes of this conference.

James Dean Construction:

1. 10702 – References to Osprey Nesting survey from years ago. Please clarify applicability to this project.

2. 15603 – References keeping open with no closure times. Conflicts with plans, please clarify.

a. Quentin made a comment about “Closed to start of bypass road. Provision for school, residence and church for the rest of the project location. 60 minute delay is allowed. (I looking for a clearer response than I have in notes)

3. 20402 – No references to sub-ex. Profile shows excavation and shows below grade. Is this roadway-ex or sub-ex?

a. Quentin mention cross sections will be coming?

4. Sheet J.1 detail #3. Select topping shown. Is there a pay item for this?

5. Sheet D-6. Looking at the cross pipes on the road and ditch it appears that the pipes will stick up. Please clarify.

6. Sheet D-5 station 22+50. Shows a water line. Is this part of the utility relocation?

7. Are there fees with the materials sources? (I’m asking you to validate/confirm responses here. mlj)

a. Sources on state land will have a fee associated with them. The contractor to coordinate this and costs with the state. Waste areas will be up to the state.

b. FS Land specified locations are available with no fee.

c. City rock pit – no fee associated with the materials going to this project.

Evaluation Criteria: (CO)

Questionnaire Submittal – Directly from the contractor’s project reference to the FS

Technical Forms – Forms and letters of intent from subcontractors.

Bonding Company Letter – Acceptable Surety in accordance with Department of Treasury Circular 570; 2014 Revision.

City Administrator – The water plant and shop will work with the successful contractor in regards to schedules.

PAINTED TRAFFIC MARKINGS

PART 1 - GENERAL

1.01 DESCRIPTION

A. This section consists of furnishing all materials and labor and equipment necessary to paint lane lines, and traffic control markings as shown on the Drawings.

1.02 SUBMITTALS

A. The Contractor shall submit for approval manufacturer’s specifications, drawings, and recommendations for all materials incorporated into the project. The submittal shall include manufacturer’s published data, engineering data, letter of certification or certified test laboratory report indicating that each material complies with specified standards and other requirements.

PART 2 - PRODUCTS

2.01 MARKING PAINT

A. Use a traffic line marking paint conforming to AASHTO M248, Type F; Federal

Specification TT-P-19D(1) or State of Alaska Maintenance Traffic Paint, unless otherwise acceptable to the Owner.

PART 3 - EXECUTION

3.01 MARKING

A. Unless otherwise shown on the Drawings, all lines shall be four inches wide. Color, spacing, and length shall be as shown on the Drawings.

B. Sweep surface with power broom supplemented by hand brooms to eliminate loose material and dust. Do not begin marking asphalt surfacing until the surface has been inspected and approved. The surface shall be thoroughly dry prior to and during application. Paint with mechanical equipment providing uniform straight edges. Apply evenly at the manufacturer’s recommended rates.

TABLE OF EVALUATION FACTORS, CONTRACTOR SUBMITTALS, AND EVALUATION PROCESS

Factor 1 Proposed Prime Contractor Recent and Relevant Technical Experience. Projects submitted for this factor must contain the elements of the criteria and the contractor must have been the prime contractor for the project.

Criteria

Completed or more than 50% completed: Submit at LEAST one (1) but not more than three (3) contracts, as a prime contractor over the past three

(3) years that consists of Road Construction in excess of $1 million that includes culvert and material source requiring blasting.

Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress.

The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 3 years ago.

Submittal

A brief narrative of at LEAST one (1) but not more than three (3) contracts, each on a separate Technical Evaluation Factor 1 form, for contract(s) that contain the specified criteria.

Contact Information – Submit name of the contracting agency, phone number, name of primary person responsible for the contract, address, and fax number. Failure to provide Point of Contacts for all of the above contracts may eliminate the offeror from further consideration.

Modification Synopsis – List the awarded contract price and the final contract price. If contract modification(s) occurred, briefly explain reason(s) for deviation(s) in cost and how the change/modification was initiated. Address only significant actions.

Complete the Past Performance questionnaires for each project.
