About this opportunity

The United States Department of Agriculture (USDA), specifically the Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services, intends to issue a single-award, firm fixed-price contract for woven polypropylene cotton sacks. The contract will be an indefinite-delivery, indefinite-quantity (IDIQ) agreement with a five-year performance period, anticipated to be awarded on or about March 31, 2025. The solicitation (number 12639525Q0060) is seeking vendors capable of providing cotton sacks for the USDA's Cotton and Tobacco Program. Interested vendors must align with the NAICS code 314910 for Textile and Fabric Finishing Mills, which has a small business size standard of 550 employees. Potential contractors should carefully review the full solicitation and be prepared to submit quotes by the due date of April 2, 2025, with any questions directed to Contract Specialist Matthew Phillips via email.

The procurement is designated as a 100% total small business set-aside, consistent with Federal Acquisition Regulation (FAR) 52.219-6, which means only small businesses may compete for this contract. The Product Service Code (PSC) for this acquisition is 8105, specifically categorized under "Bags and Sacks". While specific award values are not detailed in the pre-solicitation notice, the contract structure of an IDIQ suggests flexibility in potential order quantities over the five-year period. Vendors should note that the USDA will not send notifications about solicitation issuance or amendments, making it the vendor's responsibility to periodically check the procurement website for updates. The contract aims to establish a reliable supply chain for cotton sacks, with the government seeking a responsive and capable small business contractor to meet the USDA's programmatic needs.
