About this opportunity

The United States Geological Survey (USGS), specifically the Office of Acquisition and Grants, is seeking qualified sources to process salmon liver samples using the MMPB method for analyzing juvenile fall Chinook salmon liver samples. This Request for Information (RFI) is designed to evaluate the capability of potential businesses to fulfill a scientific research requirement related to long-term monitoring projects on the Snake River. The primary objective is to investigate potential health effects of harmful algae blooms on endangered fall Chinook salmon populations in Lower Granite Reservoir. The USGS has specifically chosen the MMPB method over the ELISA method due to its ability to detect both bound and unbound toxins in fish liver tissue. Interested parties must submit a capability statement demonstrating their expertise in processing samples using this specific method, with all submissions due by December 19, 2024, at 12:00pm PT.

This pre-solicitation notice does not indicate any specific set-aside designations and does not provide details about potential award values or contract budgets. The opportunity is classified under NAICS Category 541380 for Testing Laboratories and Services and PSC Category B516 for Special Studies/Analysis in Animal/Fisheries research. While no contract will be directly awarded through this RFI, the submissions will be evaluated to determine market capabilities for potential future procurement. Contractors interested in participating should contact the Contracting Officer, Victor Nuno, via email at vnuno@usgs.gov for further information. The research is part of a broader USGS monitoring project focused on understanding ecological impacts on juvenile fall Chinook salmon migration and survival in the Snake River ecosystem.

Notice text

This Request For Information is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The United States Geological Survey, Office of Acquisition and Grants is soliciting information from qualified sources; the results of this announcement will be evaluated to determine if there are businesses capable of fulfilling this requirement. Please submit a capability statement in processing salmon liver samples using the MMPB method-( The chemical known as MMPB, 3-methoxy-2-methyl-4-phenylbutyric acid, is an oxidation product of microcystin, which is typically produced through ozonolysis (Harada etal., 1996) or Lemieux oxidation (Sano etal., 1992).

The USGS Columbia River Research Laboratory in Cook, WA requires the MMPB method for analyzing juvenile fall Chinook salmon liver samples. The USGS has long-term monitoring projects in place on the Snake River to estimate abundance, survival, and growth of juvenile fall Chinook salmon migrating through Lower Granite Reservoir. As part of this monitoring, the USGS is investigating if harmful algae blooms can have any health effects on the ESA listed juvenile fall Chinook salmon in the reservoir. The USGS has chosen to utilize the MMPB method for analyzing fish liver tissue over the ELISA method, due to the fact that the MMPB method can detect both bound and unbound toxins in the tissue, while the ELISA method can only detect bound toxins.

For further information, interested parties may contact the Contracting Officer, Victor Nuno, electronically at vnuno@usgs.gov by the due date, Dec 19, 2024, by 12:00pm PT.
