About this opportunity

The US Geological Survey (USGS) has issued a Special Notice announcing its intent to award a purchase order to Cyano Holdings Inc., DBA GreenWater Laboratories, for processing liver samples using the 3-methoxy-2-methyl-4-phenylbutyric acid (MMPB) method. The award will be made under Federal Acquisition Regulation (FAR) 13.106-l(b) and procedures outlined in FAR Parts 12 and 13 for commercial items and simplified acquisition. USGS believes GreenWater Laboratories is the only source capable of providing the MMPB liver sample processing method. This action is part of USGS's long-term monitoring projects on the Snake River, specifically investigating potential health effects of harmful algae blooms on juvenile fall Chinook salmon in Lower Granite Reservoir. The notice is designed to satisfy FAR Subpart 5.2 requirements for contract opportunities.

The primary objective of this Special Notice is to support USGS's research into the potential impacts of harmful algae blooms on endangered species, utilizing the MMPB method which can detect both bound and unbound toxins in fish tissue. Contractors interested in responding must submit electronic capability statements via email to vnuno@usgs.gov no later than January 21, 2025, at 12:00 ET, with hardcopy or alternative submissions being explicitly rejected. While the notice is not a competitive quote request, responsible parties may submit capability statements for potential consideration. The opportunity falls under NAICS category 541380 (Testing Laboratories and Services) and PSC category B516 (Special Studies/Analysis - Animal/Fisheries). USGS retains sole discretion in determining whether to compete this action based on received responses, emphasizing that this is a directed procurement to a specific vendor deemed uniquely qualified for the specialized scientific analysis.

Notice text

The US Geological Survey (USGS) intends to award a purchase order to Cyano Holdings Inc., DBA GreenWater Laboratories who will process the liver samples using the 3-methoxy-2-methyl-4-phenylbutyric acid (MMPB) method.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-l(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. GreenWater Laboratories is, to the knowledge of the USGS, the only source who can provide the (MMPB) liver sample processing method.

The USGS has long-term monitoring projects in place on the Snake River to estimate abundance, survival, and growth of juvenile fall Chinook salmon migrating through Lower Granite Reservoir. As part of this monitoring, the USGS is investigating if harmful algae blooms can have any health effects on the ESA listed juvenile fall Chinook salmon in the reservoir. The USGS has chosen to utilize the MMPB method for analyzing fish liver tissue over the ELISA method, due to the fact that the MMPB method can detect both bound and unbound toxins in the tissue, while the ELISA method can only detect bound toxins.

The MMPB method is a relatively new technique for determining the presence of the Cynaotoxins. Currently GreenWater Laboratories is the only laboratory to offer fish tissue analysis using the MMPB method.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This
notice of intent is not a request for competitive quotes. However, all responsible
parties may submit a capability statement which may be considered by the
agency. No solicitation will be issued. A determination not to compete this
action based upon responses received is in the sole discretion of the
Government.
