About this opportunity

The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles Directorate is conducting a Request for Information (RFI) and Sources Sought announcement for Safety Lanyards with NSN 8465-00-262-5237. This market research effort aims to identify qualified contractors capable of producing safety lanyards, with specific emphasis on export-control compliance under International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Potential contractors must have an approved US/Canada Joint Certification Program (JCP) certification and complete required export-controlled technical data training. The evaluation will focus on companies' capabilities to deliver the safety lanyard, with respondents required to provide detailed capability statements, company information, and potential subcontracting arrangements. Responses must be submitted to David.Falkowski@dla.mil by close of business on January 3, 2025, with submissions limited to five pages in length.

No specific set-aside designation has been applied to this procurement, which falls under NAICS code 313210 for Broadwoven Fabric Mills. While the specific award value is not disclosed, the market survey indicates a potential requirement for 1,000 units of safety lanyards. Contractors will need to provide information about their production capabilities, including estimated unit pricing, production timelines for first article samples, and monthly production capacity. The solicitation emphasizes that this is a market research effort, and no formal Request for Proposal (RFP) exists at this time. Interested companies must demonstrate not only technical capability but also compliance with complex export control regulations, which may limit the pool of potential contractors to those with specific certifications and export control training.
